A RESOLUTION OF THE eITY eOUNeIL OF THE eITY OF
VERNON AUTHORIZING THE SUBMISSION OF A REQUEST
FOR THE ALLoeATION OF FUNDS FROM THE PUBLIC

WHEREAS, ARTHUR E. NELSON, JR., Director of Public
Works/Building, submitted a request to the eity eouncil of the
City of Vernon, dated October 31, 1978; and
WHEREAS, said request urges the eity eouncil of the
eity of Vernon to au~horize the submission of a request for the
allocation of funds from the Public Utilities eommission of the
State of ealifornia in the maximum amount of Seven Thousand, Seven
Hundred Four Dollars and No eents ($7,704.00) for erossing No.
25-0.32-e and No. 3A-4.0-C, however not to exceed one-half (1/2)
of the eity of Vernon's actual costs of constructing Protection
at said erossing; and
WHEREAS, said request urges the eity eouncil of the
eity of Vernon to authorize the submission of a request for the
allocation of funds from the Public utilities eommission of
the State of ealifornia in the maximum amount of Seven Thousand,
Nine Hundred Thirty-Three Dollars and Twenty-Five eents ($7,933.25
for erossing Nos. 25-0.58-e, 25-1.64-e and 3A-4.25-e, however not
to exceed one-half (1/2) of the eity of Vernon's actual cost of
constructing Protection at said erossing; and
WHEREAS, it is deemed in the best interests of the eity
of Vernon and for the benefit of the general public of the State
of California that authorization to submit and execute said

SEeTION 1: That the eity eouncil of the eity of Vernon
5 does hereby approve the recommendations of the Director of Public
6 Works/Building, dated October 31, 1978, and authorizes and directs
7 the Mayor and eity elerk of the eity of Vernon to execute and
8 forward to the Public utilities eommissionof the State of eali-
9 fornia the requests for the allocation of funds in the form set
10 forth and attached hereto as Exhibits "A" and liB", respectively.

SEeTION 2: That the eity elerk of the eity of Vernon
12 shall certify to the passage of this Resolution and thereupon and
13 thereafte,r the same shall be in full force and effect.

Enclosed herewith are-three originals each of an
Agreement involving the ~os Angeles Junction Railway Company,
Los Angeles & Salt Lake Railroad Company and its lessee, Union
Pacific Railroad Company and the City of Vernon which cover the
installation of crossing warning devices at two jointly used
crossings of city streets. One crossing is in Alcoa Avenue
approximately 300 feet south of Vernon Avenue and carries LAJ
Public Utilities Conunission assigned number 25,-0.32-C. The other
crossing is in Boyle Avenue approximately 300 feet southerly of
Vernon Avenue and carries assigned numbers 25-0.58-C and 25-1.. 64-C.
Informal discussions with the California Public
Utilities Conunission staff have indicated that reimbursement
for the installation ~ost can be obtained on the basis of 25%
of the total being borne by the State and collectible from their
Crossing Protection Fund, 25% would be borne by the City, and the
remaining 50% by the railroads involved.
The following is an eight point breakdown of the
Junction's estimated costs to install P.U.C. Standard No.8
flashing light signals and appurtenances at each of the above
crossings for further handling with the P.U.C. Billing upon
completion would be on an actual cost basis.
