A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ALLOCATING THE CITY OF VERNON
ENTITLEMENT FOR THE TWO-YEAR PERIOD ENDING
JUNE 30, 1980 UNDER THE LITTER CONTROL, RE-
CYCLING AND RESOURCES RECOVERY ACT OF 1977
TO THE LOS ANGELES COUNTYWIDE PROGRAM

7 WHEREAS, Senate Bill 650, the Litter Control, Recycling
8 and Resource Recovery Act of 1977, Government Code ~68000 et seq.
9 became operative on January 1, 1978 and was subsequently amended
10 by Senate Bill 651; and,
11 WHEREAS, said legislation provides for the distribution
12 of certain grant monies to the cities in Los Angeles County and
13 to the County of Los Angeles on the basis of population and road
14 mileage; and,
,
15 WHEREAS, the State Solid Waste Management Board has been
16 delegated th.e responsibility for the administration of the program
17 and determining the amount of grant monies to be disbursed; and,
18 WHEREAS, the monies are allocated specifically for
19 litter cleanup and enforcement under ~68043 and ~68049 of the
20 Government Code and the State Solid Waste Management Board is
21 desirous of providing a coordinated, well-managed effort and has
22 developed guidelines and criteria for application of grant monies;
23 and,
24 WHEREAS, the County of Los Angeles is the designated
25 Solid Waste Management Agency for Los Angeles County and was re-
26 sponsible for preparing the approved Los Angeles County Solid
27 Waste Management Plan which contains a litter management element.
28 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
1 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: That the City Council of the City of Vernon
3 does hereby find and determine that the recitals contained herein-
4 above are true and correct.

SECTION 2: That the City Council of the City of Vernon
6 hereby grants the County of Los Angeles the authority to receive,
7 utilize and disburse entitlement monies as appropriated by the
8 State Solid Waste Management Board for the City of Vernon to
9 carry out a single, coordinated Countywide litter cleanup and
10 enforcement program for the two-year period ending June 30, 1980
11 for the welfare of the residents of the County of Los Angeles.

SECTION 3: The City Clerk of the City of Vernon shall
13
certify to the passage of this Resolution thereupon and thereafter
14
the same shall be in full force and effect.
