A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ESTABLISHING A FOUR (4) DAY WORK
WEEK

WHEREAS, there are a significant number of City
7
employees who commute to the City from outlying communities; and,
8
WHEREAS, the City of Vernon had experienced a decrease
9
in the need for services in many of its departments during Friday
10
of a normal work week; and,
11
WHEREAS, it is anticipated that gasoline will continue to
12
be in short supply; and,
13
WHEREAS, the City Council of the City of Vernon
14
implemented a "pilot" program providing for a four (4) day work
15
week from July 1, 1979 through October 28, 1979; and,
WHEREAS, the continuation of a four (4) day work week
16
17
will relieve City employees from contributing to the energy
18
shortage; and,
19
WHEREAS, said "pilot" program is considered to be a
20
successful program as the "pilot" program received enthusiastic
21
support from 52 to 56 employees who are participating in the
22
said program; and,
23
WHEREAS, the City Administrator reported that the City
24
services in the affected departments were maintained and/or
25
improved during said program; and,
26
WHEREAS, said "pilot" program has contributed immeasurab1
27
to improved employee moral; and,
28
WHEREAS, ~6702 of the Government Code provides that

enumerated in S6700 unless otherwise provided for by resolution;
and,
WHEREAS, the City of Vernon has established City
holidays and vacations by Resolution Nos. 4115, 4225, 4662 and
4668.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
does hereby find and determine that the recitals contained
hereinabove are true and correct.
SECTION 2: That the City Council of the City of Vernon
does hereby establish a four (4) day work week for approved
employees working in approved positions during the period from
October 29, 1979 through and including June 30, 1980.
SECTION 3: That the City Administrator is hereby given
the authority to approve for inclusion in the four (4) day work
week employees working in specific positions.
SECTION 4: Employees shall work a work day starting at
7:00 a.m. to 5:30 p.m. or from 6:30 a.m. to 5:00 p.m. with a
half hour lunch break and two l5-minute coffee breaks. The City
Administrator shall have the authority to assign individual
employees to work the appropriate shift upon the recommendation
of the department head.
SECTION 5: The vacation benefits for all employees
working in said program shall be adjusted on an hourly basis in
order to preserve their vacation benefits.
SECTION 6: The City Council of the City of Vernon hereby

1 determines that City offices will be closed on all holidays and
2 that Fridays, Saturdays and Sundays during said period shall be
3 considered holidays for the transaction of business as provided
4 for in ~6702 of the Government Code.

SECTION 7: That those employees participating in said
four (4) day work week shall not receive the benefit of holidays
6
7
falling on Fridays or Saturdays but shall receive the benefit of
8
holidays falling on Sunday by celebrating said holidays on the
following Monday.

SECTION 8: That the City Clerk of the City of Vernon
11
shall certify to the passage of this Resolution thereupon and
12
thereafter the same shall be in full force and effect.

APPROVED AND ADOPTED this 16th day of October, 1979.
