A RESOLUTION OF THE CITY COUNCIL OF THE CITY
3 OF VERNON, CALIFORNIA, RATIFYING AND APPROVING
THE RENEWAL OF THE ANtMAL CONTROL CONTRACT
4 WITH LOS ANGELES COUNTY FORAN ADDITIONAL YEAR,
JULY 1, 1979 - JUNE 30, 1980 AND AUTHORIZING
5 THE EXECUTION OF SAID CONTRACT
6 WHEREAS, the City Council of the City of Vernon on
7 June 5, 1979, approved a Minute Order recommending that the
8 Animal Control Contract with Los" Angeles County be renewed for
9 an additional year, July 1, 1979-June 30, 1980, at the rates to
10 be established by Los Angeles County pursuant to the recornmendatio
11 of Lou Hauger in his memo of June 4, 1979; and
12 WHEREAS, by letter dated February 5, 1980, Joseph Gardner
13 from the County Contract Services Program has requested that the
14 City of Vernon formally approve an agreement for animal control
15 services based upon the rates established by Los Angeles County;
16 and
17 WHEREAS, Section 3.3 of the Vernon City Code provides
18 that the amendments to the Animal Control Ordinance of the County
19 of Los Angeles, adopted on August 15, 1978, are adopted as
20 amendments to the Animal Control Ordinance of the City;
21 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
22 CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon

24 does hereby find and determine that the recitals contained herein-
25 above are true and correct.

SECTION 2: That the City Council of the City of Vernon
27 hereby finds and determines that the Animal Control Contract
28 (attached hereto as Exhibit "All) between the City of Vernon and

12. The foregoing rates shall be adjusted by the County
Auditor-Controller annually, effective July 1st of" ea'ch year and

in accordance with the policies and p~ocuedres for the determination,

All services rendered hereunder are subject to the limitations
of the provisions of Section 23008 of the Government Code, and in '
accordance therewith, before any services are rendered pursuant

At a regular meeting of the City Council of the City of Vernon held
June 5, 1979, the City Council approved a Minute Order recommending
that the Animal Control Contract with Los Angeles County be renewed
for an additional year, July 1, 1979- June 30, 1980, at the rates
to be established by Los Angeles Count Yo
The City of Vernon has been receiving Animal Control Contract
services from the County Department of Animal Care and Control since
July 1, 1979, and has been billed by said department on a monthly
basis for services renderedo
We are in receipt of a letter dated February 5, 1980, from Joseph
Gardner, County Contract Services Program, requesting that the City
Council now formally approve an agreement for animal control services
based on fees of $3050 per day for the impounding of a stray dog or
cat; $6000 per day for holding a dog or cat for observation or a sick
or injured dog or cat in isolation; $1045 per animal for picking up
each dead animal; and $10000 per animal for dead livestocko In
addition to these fees, all veterinarian costs for treating animals
while at the County shelter, up to $20000 per animal also to be
charged"
The total cost for this contract for the 1978-79 fiscal year was
$1,307058 or an average monthly rate of $109000. The cost of this
program from July 1, 1979, through January 31, 1980, has been
$594.77 or an average monthly rate of $85.00. Animal contract
services are adequately provided for in the Health and Environmental
Control Section budgeto It is our recommendation that the Vernon
City Council consider adopting a resolution approving renel.:val of the
Animal Control Services Agreement at the County of Los Angeles
Contract Service rate for 1979-800
Should the City Council act favorably on our recommendation, two
copies of the agreement should be properly executed and transmitted,
along with the resolution requesting renewal, to the Office of the

It is necessary that the City Council express its desire to renew the
Animal Control Contract with Los Angeles County at this time so that'
it may take effect July 1, 1979.. In my discussion with the Contract
Administrator for Los Angeles County, he stated that he felt that the
fees would be increased approximately 4% but to assure proper coverage
he recommended that we increase the estimated cost for this year by
10%. Following is a detailed breakdown of our costs and refunds
through April with my estimate for the full year and that estimate
plus 10% for the 1979-80 contract year. We have budgeted for this
item. I would appreciate it if the City Council would receive 'and act
upon a motion that "the Animal Control Contract with Los Angeles
County be renewed for an additional year, July 1, 1979 - June 30, 1980,
at the rates established by Los Angeles, County." If the Council acts
favorably on this motion, then a certified copy of this portion of the
Minutes should be forwarded to the Contract Administrator along with a
cover letter. I will be happy to take care of this, if you desire..
