A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ESTABLISHING FEES FOR BUILDING,
ELECTRICAL, PLUMBING, HEATING, VENTILATING,
COOLING, REFRIGERATION AND FIRE PREVENTION
PERMITS ISSUED BY THE CITY OF VERNON AND FOR
SPECIAL INSPECTIONS, CERTIFICATES OF OCCUPANCY,
TEMPORARY USE OF COMMERCIAL COACHES, AND FOR
REVIEW AND APPROVAL OF TENTATIVE PARCEL MAPS
FOR DIVISION OF PROPERTY AND TO REPEAL

WHEREAS, Chapter 7 of the Vernon City Code provides
10
for the issuance of building, electrical, plumbing, heating, venti
11
lating, cooling, refrigeration and fire prevention permits; and
12
WHEREAS, Chapter 7 of the Vernon City Code provides that
13
the City Council of the City of Vernon shall establish, by
14
resolution, building, electrical, plumbing, heating, ventilating,
15
16
cooling, refrigeration and fire prevention permit fees; and
WHEREAS, the City Council of the City of Vernon adopted
Resolution No. 4536 on February 7, 1978 establishing building,
17

electrical, plumbing, heating, ventilating, cooling, refrigeration
19 .. and fire prevention permit fees in accordance with said Code; and
20

WHER.EAS, said fees established by said Resolution are
determined to be inadequate; and
22
WHEREAS, Arthur E. Nelson, Director of Public works/
23
Building by memo dated June 4, 1980 recommended that the City
24
Council of the City of Vernon adopt a resolution to establish
25
26
new fee schedules; and
WHEREAS, the City Council of the City of Vernon intends
27
to establish new fees as set forth herein.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
does hereby find and determine that the recitals contained herein-
above are true and correct.
SECTION 2: That the City Council of the City of Vernon
does hereby establish building, electrical, plumbing, heating,
ventilating, cooling, refrigeration and fire prevention permit
fees as follows:
(a) The fee to be collected for each building,
electrical, plumbing, heating, ventilating, cooling, refrigeration
and fire prevention permit shall be as set forth in Table I-A and
under certain conditions as set forth in Sections 7 and 8 of this
Resolution. This fee shall be collected by the City Clerk and
deposited into the general fund of the City of Vernon.
(b) When a plan is required to be submitted, a plan-
checking fee shall be paid to the City Clerk at the time of
submitting plans and specifications for checking. Said plan-
checking fee shall be equal to sixty-five percent (65%) of the
permit fee as set forth in Table I-A or as required under Section
6.
(c) The fees collected, as set forth above, shall
include fees collected for the Strong-Motion Instrumentation
Program of the State of California, as set forth in Chapter 8 of
Division 2 of the Public Resources Code. The City Clerk of the
City of Vernon is hereby directed to remit the portion of the fees
allocable for the Strong-Motion Instrumentation Program to the
State of California in accordance with said Chapter.
SECTION 3: That whenever a special inspection is

1 required or requested to determine compliance with the provisions
2 of the Ordinances of the City of Vernon for a proposed use or
3 occupancy or for a Certificate of Occupancy, as required under
4 Section 307 of the Uniform Building Code, 1979 Edition, an
5 inspection fee shall be collected by the City Clerk asset forth
6 in Table 2-A, before the inspection will be made. This inspection
7 fee is in addition to any permit fees that may be applicable for
8 work required to comply with City ordinance.
9 SECTION 4: The inspection fee required prior to
10 temporary use of a commercial coach shall be One Hundred Fifty
11 Dollars ($150.00). Electrical, mechanical and plumbing permit
12 fees for said coach, when applicable, shall be in addition thereto
13 and in accordance with Section 2 of this Resolution.
14 SECTION 5: Whenever a tentative parcel lot line adjust-
15 ment or a certificate of compliance is submitted for approval, a
16 fee of One Hundred Dollars ($100.00) shall be paid at the time of
17 submittal. This fee shall be in addition to any fees required by
18 Section 2.5-3 of the Code of the City of Vernon.
19 SECTION 6: Whenever fire protection hydraulic calcu-
20 lations are required to be submitted for review or for plan check,
21 or as a substantiation to an existing system, the fees to be paid
22 shall be as required under Section 2, but in no case less than
23 Eighty-Five Dollars ($85.00).
24 SECTION 7: When a plan is required to be submitted for
25 checking for compliance with the State of California rules and
26 regulations for energy insulation standards for residential
27 buildings or nonresidential buildings, a plan-checking fee shall
28 be paid to the City Clerk at the time of submitting plans and

1 specifications for checking. Said plan-checking fee shall be as
2 required under Section 2, subsection (b) plus an additional
3 twenty-five percent (25%) of the permit fee.

SECTION 8: The fees to be collected for each building
5 permit in conjunction with the energy insulation standards for
6 residential buildings and for the energy conservation standards
7 for nonresidential buildings shall be as required under Section 2,
8 subsection tal, plus an additional ten percent (lQ%) of the permit
9 fee.

SECTION 9: A fee shall not be required for the issuance
11 of a permit to perform work in a structure designed and used
12 exclusively as an emergency fallout shelter.

SECTION 10: The City Clerk of the City of Vernon is
14 hereby directed to certify to the passage of this Resolution, and
15 following said certification this Resolution shall be in full
16 force and effect, commencing with the repeal of Resolution No.
17 4536, and thereafter the fees applicable for the issuance of the
18 permits under Ordinance Nos. 877, 889, 9QO, 901, 902, 903, and 904
19 shall be as set forth in this Resolution.

SECTION 11: Resolution No. 4536 a,nd any other resolution
21 in conflict with this Resolution are hereby repealed, effective
22 as of July 1, 1980.
