interest to pranote the policy of the government of the United States to
reduce the nati01l'S dependence an imported oil; and .
~]HEREAS. Section 301 of the POINeroIant and Industrial Fuel Use
Act con t3ins prohibitions. and restrictions on the use' of natural gas as a
utility powerplant fuel; and
HHEllliAS, 1b.e canplet~ c1eveloprrent of a1temate fuels technologies
are subject to technical, financial, environmental, site and social censtraints
and as a result fuels from these projects may not be available on a carrrercial
basis for several years; and
\HEREAS, danestic natural gas reserves are estLrnatedto be sufficien
to last for at least several decades at the current rate of consumption; -and
lJREREAS, implemen tatim of, Section 301 will impose a. hest of new
costs upon electric utility custctn ers; and
T'lHEREAS, natural gas is 'a cheaper,<c1eaner fuel than fuel oil; and

Section l:Th.a.t, the City of Vernon strongly supports federal
legislation Tthichwil1'repeal Section 301 of the Powerplant and Industrial
Fuel Use Act, ~rebypennitting' the use of natural gas ,as a traIlsitional
utility powerplant fu~l until such time as al ternate or renewalJle sources
are available for the cOIIJrercial generation of electric energy.
Section 2: That the City Clerk shall certify to the passage of
this Resolution, and cause a certified copy thereof to be subrritted to each
member of the California Congressional Delegation, and thereupon and thereafte
1b.e sarrle shall be in full force and effect.
