A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON DESIGNATING ST. MARTHA'S CATHOLIC
CHURCH A CULTURAL AND HISTORICAL LANDMARK IN
THE CITY OF VERNON
W~EREAS, St. Martha's Catholic Church located at 4433
Santa Fe Avenue, vernon, California was founded approximately
68 years ago; and
WHEREAS, the leading early pioneers of the City of
Vernon, i.e., the Leonis, Furlong, Poxon and Clougherty families
were active in the affairs of the Church and as such had a
profound influence on the history of the State of California as
well as the City of Vernon; and
WHEREAS, St. Martha's Catholic Church is an outstanding
example of the period in which it was built and has a
distinctive architectural style; and
WHEREAS, the City of Vernon wishes to research and
preserve the historical heritage of st. Martha's Catholic Church
for the benefit of the citizens of the City of Vernon; and
WHEREAS, due to the uniquely industrial nature of the
City of Vernon st. Martha's Catholic Church is the most
significant historical property within the City of Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that St. Martha's Catholic Church
is a cultural and historical landmark qualified to be so
designated under the applicable laws of the State of California.

SECTION 2: That the City Council of the City of Vernon
2 hereby designates that St. Martha's Catholic Church is and shall
3 be a cultural and historical landmark within the City of Vernon.
4
SECTION 3: That the City Clerk of the City of Vernon
5 shall certify to the passage of this Resolution and thereupon
6 and thereafter the same shall be in full force and effect.
7 APPROVED AND ADOPTED this 5th day of May, 1981.

Your Eminence:
Much to the recret of the parishioners of St. Martha's
Church, we have been advised that it is scheduled for closing
at the end of the month of May this year. Understandably, the
present lack of sufficient priests to staff the many churches
of our Diocese dictates that this Parish must give up its priests
to others in greater need, and as parishioners we must be
prepared to willingly make this sacrifice. However, there appears
to be one possible compromise that could prevent the closing of
St. Martha's Church without im,eding the urgent needs of our
Diocese, namely, the declaration of this Church as a cultural
and historical monument by the City of Vernon, provided that this
would meet with your approval and that of the City of Vernon.
With this purpose in mind I am concurrently submitting an appeal
to the Mayor and City Council, together with a list of approxi-
matij:y 300 sitr;natures and addresses of parishioners from Vernon
and neighboring communities who favor and hope for the continuance
of St. Martha's Church. I enclose herewith a copy of the appeal
to the Mayor for your reference.
Your favorable consideration of this request will
be received with the heartfelt appreciation of all the parishioners
and , all the more so because of the significant role this Church
had during the formative years of the City of Vernon and the
important service it continues to render the community to this
day. The parishioners of St. Martha's Church, as a "family" continue
to fervently pray for an increase of vocations for the priesthood.

Dear MonsignorI
Enclosed is a copy of the letter adiressed to His Eminence,
Cardinal Timothy Manning, together with a copy of the appeal directei
to the Mayor and City Council of Vernon for your reference. The
parishioners of St. Martha's Church hope that both the Cardinal anti
yourself will give your favorable consideration to the appeal
asking that St. Martha's Church be declare. a cultural and historical
monument.
The Buildin~ and Safety and the Fire Departments recommend
that if St. Martha's Church should be declared a cultural and
historical monument, then the present building code violations shouli
be corrected. This is a relatively simple matter and could be
accomplished by removing the followinc illegal structures:
1.) The alu~inum patio structure attached to both
the rectory and the rear concrete block buildinC.
This illegal patio has been used to accommodate
the overflow attendance.
2.) The small wood fra~ed cubicle built adjoining
the rear wall of the church which is used as
a supplies office for the catechism classes.
3.) The metal and wood shed-type roofs appended
to the south wall of the church used for
storage.This poses a fire hazard.
The only other likely future repair to the church, other than
o normal maintenance, would be the structural strengthening for
improved earthquake resistance if the City of Vernon should
declare an ordinance to this effect in the future affecting
unreinforced masonry buildings, similar to the ordinance
recently enacted by the City of Los Angeles. This, however,
would be the responsibility of the City of Vernon once it
purchases the property.

Honorable Mayor and City Council:
The Roman Catholic Archdiocese of Los Angeles plans
to permanently close St. Martha~' s Church at the end.. of the comine
month of May, with the possibility thereafter of the sale of the
property for industrial use. The Archd.iocese cites two reasons
for this ietermination! namely, the lack of sufficient priests
ana the fact that the city of Vernon, ~ue to its decreasinc
pattern of population, presently has an insufficient number of
lecal residents within its boundaries to maintain a church.
However, because of the contribution of parishioners from the
immediately surr.un~ing areas the membershi, is, in fact,
sufficient to justify a church. As evidence I submit the
attached list of si~natures and addresses of persons who
regularly attend and who express a common, fervent desire that
St. Martha's Church be permitted to continue. Until recently
when services began to be curtailed in preparation for its
closinc, the combined Sunday attendance at the three masses
offere. average. over 1,000.
On behalf .of the Church membership I appeal to you,
the governing body of the City, to consider declarine St. Martha's
Church a cultural ani historical monuaent in order to spare it
from possible demolition. In support of this appeal I cite the
important role that this Church has had in the history of Vernon,
and its leaiing early pioneers such as the Leonis, Furlong, Pexen
and Clougherty families were active in the affairs of the Church.
Two of the Church's beautiful stained glass wind.ows were gifts of
Mary and Rose Clougherty. Althoueh it is a small Church it does
possess a distinctive architectural style which, combined with
its age of 68 years, makes it worthy of being classed as a
historical monument.

Since its founding St. Martha's Church has continuously
served the relicious neeis of the community, ani as examples
of some of the im,ortant services it provides I make mention
of the followine:
1.) It provides catechism classes after school
hours for students enrollee in the Vernci)D
City ilementary School. In addition the
priests are available for invocations and
talks at School functions upon the request
of the faculty.
2.) It is centrally locate. to provide emergency
relicious assistance to injured industrial
workers on a twenty-four hour basis.
3.) It celebrates an early morninc mass on a
daily schedule for those persons desirinc
to attend mass before going to work.
4.) It provides complete religious services for
the residents of Vernon ana neichborinc
communities.
Your assistance in declaring St. Martha's Church a
cultural and historical monument would assure its continued
existence, inasmuch as once the temporary insufficiency of
priests is alleviated, the Archdiocese could acain aSSign
a permanent resident pastor. In the meantime the present
pator, the Rt. Rev. Salvador Carasa, is hopeful of beinc
able to celebrate one daily mass to keep St. Martha's
Church active.
In closing I would like to mention that it most certainly
will be a tribute to the uniquely industrial City that Vernon
is to camtinue to su"ort both a church and a public school,
two fundamental institutions that are essential to the welfare
and ,rogress of this Community as it approaches its seventy-
fifth anniVersary.
