RESOLUTION NO. 4803
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON REORGANIZING THE ELECTRICAL
DEPARTMENT AND ESTABLISHING THE POSITION OF
CHIEF EXECUTIVE OFFICER AND OPERATIONS MANAGER
6 WHEREAS, the City of Vernon's electrical department
7 has experienced an increased work load in administration and
8 operation; and
9 WHEREAS, the City of Vernon has retained the services
10 of several consultants to assist in the development of short
11 term and long term policies relating to the electrical department~
12 and
13 WHEREAS, the City of Vernon has found it necessary to
14 intervene in the Federal Energy Regulatory Commission requiring
15 the retention of outside legal consultants; and
16 WHEREAS, the cost of power in the wholesale market has
17 increased substantially in the last few years; and
18 WHEREAS, the City Council of the City of Vernon finds
19 it necessary to reorganize the administration of the electrical
20 department and create the position of Chief Executive Officer
21 to coordinate the development of policies involved in all phases
22 of the electrical department and to create the position of
23 Operations Manager in order to provide a consistent application
24 of policies in the operation of the electrical department.
25 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
26 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon
28 hereby creates the position of Chief Executive Officer and

appoints the City Administrator, Bruce V. Malkenhorst, to serve
as the Chief Executive Officer of the Electrical Department in
which said Mr. Malkenhorst shall serve in said capacity with no
increase in compensation and shall have the duties and
responsibilities described in Exhibit "A" which is attached
hereto and made a part hereof.
SECTION 2: The City Council of the City of Vernon
hereby creates the position of Operations Manager and appoints
Lewis R. Adams, Director of the Water Department, to serve as
the Operations Manager of the Electrical Department with no
increase in compensation and shall have the duties and re-
sponsibilities described in Exhibit "B" which is attached hereto
and made a part hereof.
SECTION 3: That the City Clerk of the City of Vernon
shall certify to the passage of this Resolution and thereupon
and thereafter the same shall be in full force and effect.

3 1. The Chief Executive Officer will coordinate the develop-
4 ment of procedures involved in all phases of the Electrical
5 Department.
6 2. The Chief Executive Officer will supervise and coordinate
7 the duties of the Operations Manager of the electrical
8 department.
9 3. The Chief Executive Officer will serve as a director
10 on the Board of Directors of Southern California Public
11 Power Authority.

THE DUTIES OF THE OPERATIONS
MANAGER OF THE ELECTRICAL DEPARTMENT
1.
Act as liaison between Vernon Light and Power Department
and Energy Services Inc., system operator, for daily
operation and maintenance of the electric system.
Review operations and maintenance record and reports
related to personnel and material use as submitted by the
system operator.
Coordinate preparation of the budget, incorporating cost
of operation and maintenance of the electric system, as
proposed by the system operator, system improvements,
power and energy supply and departmental administrative
costs.
Coordinate, in conjuntion with the Chief Executive Officer,
activities with special consultants in the areas of
(1) Cogeneration and associated methods for assimilation
of energy into the system (2) Economy energy purchases
(3) Alternate energy sources (4) rate matters (5) Trans-
mission agreements.
Coordinate with consultant and contractor, the rehabili-
tation of the diesel engines and auxilIary equipment at
Vernon Diesel Plant.
Monitor and record system demands and loads as required
for scheduling energy interchange record and verify
economy en~rgy purchases.

Analyze system energy cost of determination of quarterly
Energy Cost Adjustment Billing Factor to apply to customer
billing.
Responsible for preparation and submittal of all required
regulatory agency reports and filings.
In the absence of the Chief Executive Officer, to serve as
alternate member of the Board of Directors of the Southern
California Public Power Authority and to perform other
duties, as required, related to activites of S.C.P.P.A.

VERNON REPEALING RESOLUTION NO. 4803 AND ANY OTHER
RESOLUTION REFERENCING THE POSITIONS OF CHIEF
EXECUTIVE OFFICER AND OPERATIONS MANAGER OF THE
LIGHT & POWER DEPARTMENT

7 WHEREAS, on May 5, 1981, the City Council of ~he City of
8 Vernon adopted Resolution No. 4803 creating the positions of Chief
9 Executive Officer and Operations Manager in the Light & Power
10 Department, formerly known as the Electrical Department; and
11 WHEREAS, City's staff have determined that the positions of
12 Chief Executive Officer and Operations Manager of the Light & Power
13 Department is no longer necessary; and
14 WHEREAS, the City Council of the City of Vernon desires to
15 repeal all resolutions referencing the positions of Chief Executive
16 Officer and Operations Manager ~f the Light & Power Department and
17 specifically Resolution No. 4803.
18 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
19 CITY OF VERNON AS FOLLOWS:

SECTION 1:
The City Council of the City of Vernon hereby
21 finds and determines that the recitals contained hereinabove are true
22 and correct.

SECTION 2:
The City Council of the City of Vernon hereby
24 repeals Resolution No. 4803 and all resolutions, or parts of
25 resolutions, referencing the positions of Chief Executive Officer and
26 Operations Manager of the Light & Power Department. However, insofar
27 as any resolution references the duties and responsibilities of the
28 Chief Executive Officer, said duties and responsibilities will be the
1 duties and responsibilities of the Director of Light & Power.

The City Clerk of the City of Vernon shall
SECTION 3:
3 certify to the passage of this resolution, and thereupon and
4 thereafter the same shall be in full force and effect.
