I .- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 4891 A RESOLUTION ()FTHE CITY COUNCIL OF THE CITY OF VERNON EXPRESSING ITS OPPOSITION TO ASSEMBLY BILL 2660 AND URGING THE MEMBERS OF THE LEGISLATURE TO REJECT SAID BILL WHEREAS, the Goverrting Bcard of the South Coast Air Qu.ality Management District, consists of ten members, nine of which are city council persons or supervisors in the four southland counties of'LosAngeles, Orange, San Bernardino and Riverside; and WHEREAS, city council representatives are accountable to the electorate and the City Selection Connnittees of the four counties that appoint them to serve cn the District Board; and WHEREAS, board of supervisors members are accountable to the electorate and the cther members of each of the,boards cf supervisors that appoints them to serve cnthe District Board; and WHEREAS, this system of locally elected cfficials directing a lccal agency has resulted in the development of a highly respected air quality manage1l1entprogram and a gcverning bOard which is responsible to the area's ,needs; and WHEREAS, Assembly Bill 2660, introduced by Assemb].ynum Mel 'Levine, seeks to usurp this historical authority of locally elected officials by altering the compo'siticn of the District Board to include fourunelected pclitical appcintees chosen in Sacrament,o, thus proposing that accountability to. Sacramento is better than accountability to the pecple of this community; and WHEREAS,this bill would affect only the South Coast Ai ..... ...' . . ~,., 1 Quality Management District~-andnone of the other more than 2 forty lccal air polluticn contrcl districts in California-" 3 making this a transparent special interest attempt to weaken 4 the District's acccuntability and its air quality program 5 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF GTHE CITY OF VERNON AS FOLLOWS: 7 SECTION 1: That the City Ccuncil of the City cfVernon 8 expresses its strong cppositicn to Assembly Bill 2660 and urges 9 the members of the Legisla.ture to reject this undemocratic 10 prcposal. 11 SECTION 2: That the City Clerk of the City of Vernon 12 is hereby directed to transmit a copy cf this Resolution to each 13 legislative representative of the City of Vernon. 14 SECTION 3: That the City Clerk of the City of Vernon 15 shall certify to the passage of this Resolution and thereupon 16 and thereafter the same shall be ,in full force and effect. 17 18 19 20 21 22 23 24 25 26 27 28 APPROVED AND ADOPTED this 8th day of April, 1982.
