RESOLUTION NO. 4984
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON URGING THE LEGISLATURE OF THE STATE
OF CALIFORNIA NOT TO MAKE ANY CHANGES IN THE
PRESENT FORMULA FOR STATE SUBVENTIONS TO
CITIES

6 WHEREAS, the City of Vernon and other cities in the
7 State of California have experienced a reduction in property tax
8 revenues as a result of the passage of Proposition 13; and
9 WHEREAS, the. City Council of the City of Vernon and
10 other City .Councils throughout the State of California have had
11 to reassess their expenditure priorities and in many cases curtail
12 important programs because of the passage of Proposition 13; and
13 liHEREAS, many local jurisdictions have additionally faced
14 expenditure reductions because of the loss of sales tax revenues
15 due to the current recession; and
16 WHEREAS, the California State Legislature has in recent
17 years repealed traditional subventions to the City of Vernon
18 and other cities in the State and' is currently debating further
19 reductions in historical subventions that would severely impact
20 a number of cities including the City of Vernon; and
21 WHEREAS, the City Council of the City of Vernon believes
22 that the Legislature of the State of California 'should balance
23 its own budget by reducing expenditures for State programs and not
24 by continually cutting historical subventions to the State's
26 cities which have traditionally been the most fiscally responsible
26 government agencies.
27 NOW. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
28 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon
2 urges the State Legislature of the State of California not to
3 make any changes in the present formula for State subventions
4 to cities.

SECTION 2: The City Council of the City of Vernon
6 urges the State Legislature of the State of California not to
7 enact any provisions in new legislation that would impose a
8 "reverse bail-out" on many California cities.

SECTION 3: The City Clerk is hereby directed to send
10 copies of this resolution to the League of California Cities, to
11 all members of the State Legislature serving on the subcommittee
12 considering said legislation, and to Governor Deukmejian.
13
SECTION 4: The City Clerk of the City of Vernon shall
14 certify to the passage of this Resolution and thereupon and
15 thereafter the same shall be in full force and effect.
16 APPROVED AND ADOPTED this 22nd day of March, 1983.
