RESOLUTION NO. 5003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON IN OPPOSITION TO CALIFORNIA STATE
SENATE BILL 965
5 WHEREAS, the City of Vernon is committed to the support
6 of environmentally sound and cost effective solid waste manage-
7 ment facilities in Los Angeles County, including transfer stat-

ions, refuse-to-energy facilities, and landfills; and
WHEREAS, California State Senate Bill 965 has been
introduced in the California State Senate which would eliminate
the expansion of existing solid waste management facilities or
siting of new facilities and could jeopardize the continued
operation of existing solid waste management facilities in Los
Angeles County within one mile of a residential structure, re-
gard1ess of environmental control and documentation or economic
consequences; and

WHEREAS, the siting of solid waste facilities is a
18 matter appropriate to local control, so long as that control is

required to be exercised in an environmentally sound and respon-
sible manner; and
WHEREAS, the Senate Bill 965 is unnecessary in that
existing State law, Section 66784.1 of the Government Code,
requires that the County in which a facility is located make
a finding that ".
the distance of residents from the site
is sufficient to permit adequate control of noise levels, odor
nuisances, traffic congestion, litter nuisances and vectors";
and
1 WHEREAS, the potential fiscal impact of Senate Bill 965
2 is excessive andcould exceed $1.5 billion dollars per year as
3 a direct result of long distance haul to remote areas of Los
4 Angeles County;
5 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
6 THE CITY OF VERNON AS FOLLOWS:
7 SECTION 1. That the City Council of the City of Vernon
8 does hereby express its total opposition to California Senate
9 Bill 965.
10 SECTION 2. That a copy of this resolution be forwarded
11 to Governor George Deukmejian, Lt. Governor Leo T. McCarthy,
12 Controller Kenneth Cory, Treasurer Jesse M. Unruh, Members of
13 the Senate Finance Committee, and members of t~e California
14 Legislature.
15 SECTION 3. The City Clerk of the City of Vernon shall
16 certify to the passage of this Resolution and thereupon and
17 thereafter the same shall be in full force and effect.
18 APPROVED AND ADOPTED THIS 17th DAY OF MAY, 1983.
