Resolution No. 5004 1 2 3 4 RESOLUTION NO. 5004 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON URGING COUNTY OF LOS ANGELES TO GRANT PUENTE HILLS CONDITIONAL USE PREMIT 5 WHEREAS, the County Sanitation Districts of Los Angeles 6 County have created a regional system for solid waste management 7 that has served well the many cities and unincorporated area in 8 the County; and 9 WHEREAS, a major component of that system, the Puente 10 Hills Landfill has been operated by the Districts in an environ- 11 12 13 14 15 16 mentally sound and nuisance-free manner; and WHEREAS, the Puente Hills Landfill is the largest sanitary landfill in Southern California, serving approximately 1.8 million people as well as business and industry in the south- ern and eastern portions of Los Angeles County; and WHEREAS, the Sanitation Districts have prepared a 17 comprehensive Enviromental Impact Report which addresses community 18 19 20 21 22 23 24 25 26 concerns in a thorough manner and which proposes control measures that will continue to make the landfill a good neighbor; and WHEREAS, the Sanitation Districts have developed innovat- ive and highly effective methods for control of landfill gas odor, protection of groundwater quality, deterence of hazardous waste disposal within the site, elimination of vectors, and control of other potential impacts; and WHEREAS, the development plan for the operation of the landfill has involved citizens advisory committees, representing 27 interested communities; and 28 1 2 3 4 WHEREAS, the County of Los Angeles is considering a conditional use permit application by the Sanitation Districts that would allow the continued operation of the Puente Hills Landfill and potential expansion of the landfill activity into portions of the eastern canyon area of the Puente Hills site; and 5 6 7 WHEREAS, the Districts have offered to make substant- ial portions of the property available for open space recreat- ional uses at the outset of the project on areas not being utilized for filling and at the completion of the project over the entire site; and WHEREAS, environmental impacts of the denial of this project are estimated to be a minimum of 9 million vehicle miles per year of additional truck travel, 0.7 million pounds per year of added fuel consumption; and WHEREAS, these environmental impacts are minimum estimates based on use of the next closest landfill, the BKK Landfill in West Covina. If however, that site is not totally available to accept the waste that would otherwise been dispos- ed of Puente Hills, these environmental impacts could easily more than double; and WHEREAS, the economic costs of transporting wastes to the next closest sites are estimated to be in the range of $20 to $40 million per year; and WHEREAS, the closure of the Puente Hills Landfill would result in a significant burden on remaining landfills within the County, causing early closure of the other available sites; 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 2 THE CITY OF VERNON AS FOLLOWS: 3 SECTION 1: That the City Council of the City of Vernon 4 petitions the Zoning Board, the Planning Commission, and the 5 Board of Supervisors of Los Angeles County to grant the proposed 6 permit for the continuation and expansion of the Puente Hills 7 Landfill. 8 9 SECTION 2: The City Clerk of the City of Vernon shall certify to the passage of this Resolution and thereupon and 10 thereafter the same shall be in full force and effect. 11 12 13 14 15 16 ATTEST: 17 18 19 20 21 22 23 24 25 26 27 28 APPROVED AND ADOPTED this 17th day of May, 1983. ~~~. 1 STATE OF CALIFORNIA ) ) ss.
