RESOLUTION NO. 5022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ESTABLISHING A GENERAL GOVERNMENT
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR
ENDING JUNE 30, 1984 PURSUANT TO GOVERNMENT
CODE SECTION 7910
WHEREAS, Section 7910 of the Government Code requires
the governing body of each local jurisdiction to establish, by
resolution, an appropriations limit for each fiscal year; and
WHEREAS, the appropriations limit for the 1980-1981
fiscal year is determined by multiplying the total amount of
appropriations for the fiscal year 1978-1979, by the lesser of
the change in cost of living for the 1979 calendar year or the
change in California per capita personal income for the 1978
calendar year, and multiplying this product by the change in
population of the City of Vernon for the 1978 calendar year and
thereafter multiplying this product by the lesser of the
change in cost of living for the 1980 calendar year or the
change in California per capita personal income for the 1979
calendar year and multiplying this product by the change in
population of the City of Vernon for the 1979 calendar year.
The above computation is attached hereto and incorporated herein
as though fully set forth at length as Exhibit "A"; and
WHEREAS, for the 1981-1982 fiscal year and each year
thereafter, the appropriations limit of the City of Vernon shall
equal the appropriations limit for the prior fiscal year
multiplied by the lesser of the change in cost of living for the
calendar year in which the fiscal year begins or the change in
California per capita personal income for the calendar year
1 preceding the beginning of the fiscal year for which the
2 appropriations limit is to be determined, the product multiplied
3 by the change in population of the City of Vernon for the
4 calendar year preceding the beginning of the fiscal year for
5 which the appropriations limit is to be determined; and
6 WHEREAS, the appropriations limit for the fiscal year
7 1978-1979 was $12,223,946; and
8 WHEREAS, the appropriations limit for the fiscal year
9 1979-1980 was $13,621,999; and
10 WHEREAS, the appropriations limit for the fiscal year
11 1980-1981 was $15,097,261; and
12 WHEREAS, the appropriations limit for the fiscal year
13 1981-1982 was $17,232,014; and
14 WHEREAS, the appropriations limit for the fiscal year
15 1982-1983 was $17,601,587; and
16 WHEREAS, the City Clerk has posted a notice indicating
17 that the documentation used in the determination of the
18 appropriations limit provided for herein has been available for
19 inspection by the public for at least fifteen (15) days from
20 and after June 29, 1983; and
21 WHEREAS, the City Council of the City of Vernon hereby
22 intends to establish the appropriations limit for the fiscal year
23 1983-1984.
24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
25 THE CITY OF VERNON AS FOLLOWS:
26 SECTION 1: The City Council of the City of Vernon
27 hereby establishes $18,428,852 as the amount of the appropriations
28 limit for the fiscal year 1983-1984.

SECTION 2: The City Council of the City of Vernon
2 approved a budget by adopting Resolution No. 5020 on June 30,
3 1983, which appropriated the amount of $11,844,583 for the
4 fiscal year 1983-1984.

SECTION 3: The City Council of the City of Vernon
6 hereby declares that the budget established by Resolution No.
7 5020 complies with the requirements of Government Code Section
8 7910.

SECTION 4: The City Clerk of the City of Vernon shall

certify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.
