Resolution No. 5029 1 2 3 4 5 6 RESOLUTION NO. 5029 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT BY AND BETWEEN THE CITY OF VERNON AND CAL PACIFIC SALVAGE, INC. FOR THE REMOVAL OF WASTE HEAT RECOVERY SYSTEM FROM THE VERNON DIESEL GENERATING PLANT 7 WHEREAS, the City of Vernon desires to remove all of 8 the waste heat recovery system from the Vernon Diesel Generating 9 Plant located at 2715 East 50th Street, Vernon, California; and 10 WHEREAS, Lewis R. Adams, Operations Manager of the 11 Light and Power Department, has recommended that the bid of 12 Cal Pacific Salvage, Inc. be accepted; and 13 WHEREAS, the City Council of the City of Vernon has 14 determined that it is in the best interests of the City of Vernon 15 to enter into an agreement with Cal Pacific Salvage, Inc. as 16 set forth above. 17 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 18 THE CITY OF VERNON AS FOLLOWS: 19 SECTION 1: That the City Council of the City of Vernon 20 hereby determines that the recitals contained hereinabove are 21 true and correct. 22 SECTION 2: That the City Council of the City of Vernon 23 hereby approves the Agreement, a copy of which has been presented 24 to the City Council concurrently with this Resolution, and the 25 City Council hereby orders said Agreement to be received and 26 filed by the City Clerk. 27 SECTION 3: That the City Council of the City of Vernon 28 hereby authorizes the Mayor and the City Clerk to execute said . SALVAGE, INC. 8 (hereinafter "Cal Pacific") 7930 Marbrisa Avenue g _ Huntington Park, CA 92648 10 RECITALS 11 12 WHEREAS, the City desires to remove all of the waste 13 heat recovery system from the Vernon Diesel Generating Plant 14 located at 2715 East 50th Street, Vernon, California; and 15 WHEREAS, Cal Pacific has submitted the lowest 16 bid to perform said work. 17 NOW, THEREFORE, IN CONSIDERATION OF THE MUTUAL COVENANTS 18 PROMISES AND CONDITIONS HEREINAFTEP. SET FORTH, THE PARTIES HERETO 19 AGREE AS FOLLOWS: 20 SECTIOhT 1: Scope of Work. 21 Cal Pacific will furnish all labor, equipment and 22 materials and will perform all work necessary in order to remove 23 -the waste heat recovery system from the Vernon Diesel. Generating. 24 Plant as more particularly described in-the attached Exhibit "A" 25 which is hereby incorporated herein by this reference. 26 SECTION 2: Consideration. 27 City shall pay Cal Pacific the sum of $19,000.00, the 28 sum set forth in CaT Pacific's bid, which is attach ~d her.eto 1 and hereby incorporated by this reference for the performance 2 of the work described herein..- 3 SECTION 3: Insurance. 4 Prior to commencing taork hereunder, Cal Pacific shall 5 provide City with a properly executed Certificate of Insurance, 6 naming the City as an additional insured on a policy or policies 7 of insurance providing and maintaining the coverages set forth 8 in the insurance certificate attached hereto as Exhibit "B" 9 and incorporated herein. as though fully set forth at length. 10 Said Certificate shall also provide that said policy or policies 11 shall not be amended or cancelled without giving at least thirty 12 (30) days prior written notice to the City. 13 SECTION 4: Indemnification. 14 Cal Pacific. shall indemnify and ha.ld the City, its 15 officers, agents, and employees, free and harmless from any 16 and all costs, damages, or liability, including attorney's fees, 17 arising out of any act or omission to act including any negligent 18 act or omission to act by Cal Pacific, its officers, agents and 19 employees with respect to the performance of any work or of any 20 of Cal Pacific's obligations under this agreement. 21 SECTION 5: Workers' Compensation. 22 Cal Pacific shall secure payment of compensation to 23 its employees pursuant to Labor Code Section 3700. Adams, P.E., Director Subject: Waste heat recovery system, Vernon Power Plant Dear Mr. Adams• The waste heat recovery ,system was designed to produce 36,750 #/hr, of distilled water at 171oF when-all five engines are .operating. at full load,; generating ,in excess of 20 megawatts. It was planned- to use the distilled water for the jacket water system since all the scaling elements would have been removed and then to treat the water with something like a sodium. polyphosphate to render it passive. It was also anticipated that most of the produced distilled '.water would be'for sale because the distilled water used in the jacket _ water would be eventually only-make-upwater. I understand from "Scoggs" who was an employee at the plant from 1933 to 1937 hat they-did operate :the distialed water plant but what hey did with he distilled water was unknown. Our current method of operating the plant for 2 to 3 hours a day only. during the peaking-..period would make `it most difficult to operate the exhaust.. heat system because most of the 2 to 3 hours .would. be warm-up. `This is really a steam generating plant using the exhaust heat and cannot. be, put on the-line and taken off the line quickly. It takes,tme to establish flow rates, etc. As we understand it, since 1937 when Edison took-over the plant the waste heat recovery system was abandoned-and. has notbeen used since.. As a result the tubes in, the exhaust boilers are badly. fouled which restricts the exhaust gas flow and the resulting scavenge process in the engine. Inadequate scavenging will produce smoke. The boilers for No. 5'have been gutted at a cost.-of more than $3,,000. It is :planned to-remove all of the waste heat recovery system and,, replace the exhaust boilers with el-bows which-will not only ,let the engines run more freely but will reduce the noise since the exhaust-boiler sides are "panelling"`and greatly increase audible noise. The study also found the exhaust boilers .were causing a standing wave at the lower cylinders No. `4 and 5. I is-ourbe-lief that freeing the exhaust system wil make the engines run-easier.
