RESOLUTION NO. 5040
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING THE APPLICATION FOR 1980
STATE GRANT MONEYS FOR AREA RECREATION
FACILITIES PROJECT
6 WHEREAS, the people of the State of California have
7 enacted the California Parklands Act of 1980, which provides
8 funds to the State of California and its political subdivisions
9 for acquiring lands and for developing facilities for public
10 recreation and historical purposes; and
11 WHEREAS, the State Department of Parks and Recreation
12 has been delegated the responsibility for the administration of
13 the program within the state, setting up necessary procedures
14 governing application by local agencies under the program; and
15 WHEREAS, said procedures established by the State
16 Department of Parks and Recreation require the applicant to
17 certify by resolution the approval of applications prior to
18 submission of said applications to the state; and
19 WHEREAS, said applications contain assurances that
20 the applicant must comply with; and
21 WHEREAS, the applicant agency will enter into an
22 agreement with the State of California for the acquisition
23 and/or development of the project; and
24 WHEREAS, the City of Vernon has grant of $20,000 from
25 the California Parklands Act of 1980 which $10,000 could be
26 best used by the City of Lynwood Park ;project; $5,000 by the
27 City of Huntington Park Project; and $5,000 by the City of Bell
28 Park Project.

1 WHEREAS, the Cities of Lynwood, Huntington Park and
2 Bell have agreed to hold harmless the City of Vernon, its
3 officers, agents and employees against any and all claims,
4 demands, damages, costs, expenses or liabilities arising out of
5 the acquisition, development, construction, operation, or
6 maintenance of the Lynwood Park Project, Huntington Park
7 Project and Bell Park Project.
8 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
9 THE CITY OF VERNON AS FOLLOWS:
10 SECTION 1: The City Council of the City of Vernon
11 hereby approves the filing of an application for 1980 state grant
12 assistance for the City of Lynwood Park Project, $10,000; the
13 City of Huntington Park Project, $5,000; and the City of Bell
14 Park Project, $5,000.
15 SECTION 2: The City Council of the City of Vernon
16 hereby certifies that:
17 (a) The Cities of Vernon, Lynwood, Huntington Park
18 and Bell understand the assurances and certification in the
19 application;
20 (b) That the Cities of Lynwood, Huntington Park
21 and Bell have or will have sufficient funds to operate and
22 maintain their respective projects;
23 (c) That the Cities of Vernon, Lynwood, Huntington
24 Park and Bell have reviewed and understand the General Provisions
25 contained in the state/local agreement.
26 SECTION 3: The City Council of the City of Vernon does
27 hereby authorize the use of its allocation of $20,000 from the
28 California Parklands Act of 1980 to the following jurisdictions:

1 (a) $10,000 to the City of Lynwood for the
2 development of the Lynwood Park Project;
3 (b) $5,000 to the City of Bell for the development
4 of the Bell Park Project;
5 (c) $5,000 to the City of Huntington Park for the
6 development of the Huntington Park Project.
7 SECTION 4: The City Council of the City of Vernon
8 does hereby approve the following appointments:
9 (a) The City Administrator of the City of Bell
10 as agent of the cities to conduct all negotiations, execute and
11 submit all documents including, but not limited to, applications,
12 agreements, amendments, payment requests, and so on which may be
13 necessary for the completion of the aforementioned project in
14 the City of Bell;
15 (b) The Director of Recreation of the City of
16 Huntington Park as agent of the cities to conduct all
17 negotiations, execute and submit all documents including, but
18 not limited to, applications, agreements, amendments, payment
19 requests, and so on which may be necessary for the completion
20 of the aforementioned project in the City of Huntington Park;
21 (c) . The Director of Parks and Recreation of the
22 City of Lynwood as agent of the cities to conduct all
23 negotiations, execute and submit all documents including, but
24 not limited to, applications, agreements, amendments, payment
25 requests, and so on which may be necessary for the completion
26 of the aforementioned project in the City of Lynwood.
27 SECTION 5: That the Mayor is hereby authorized to
28 sign all necessary and appropriate documents to implement the

1 filing of said applications and to further the development of
2 the park projects.

SECTION 6: The City Clerk of the City of Vernon shall
4 certify to the passage of this Resolution and thereupon and
5 thereafter the same shall be in full force and effect.
6 APPROVED AND ADOPTED this 6th day of September, 1983.
