RESOLUTION NO. 5044
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON SUPPORTING AND URGING THE PASSAGE
OF ASSEMBLY BILL 678
5 WHEREAS, fines and forfeitures resulting from traffic
6 citations are an integral revenue source for the City of Vernon;
7 and
8 WHEREAS, a violation of a promise to appear for a
9 traffic citation occurs in approximately twenty percent (20%) of
10 all traffic cases; and
11 WHEREAS, municipal courts of the County of Los Angeles
12 currently retain one hundred percent (100%) of the fines and
13 forfeitures collected for failures to appear for traffic
14 citations; and
15 WHEREAS, Assembly Bill 678 will remedy the current
16 inequitable distributions of fines and forfeitures collected for
17 failure to appear for traffic citations.
18 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
19 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon
21 formally supports and urges the passage of Assembly Bill 678
22 authored by Assemblyman Frank Vicencia.

SECTION 2: The City Clerk of the City of Vernon is
24 hereby directed to transmit a copy of this Resolution to the
25 members of the Assembly Local Government Committee.

SECTION 3: The City Clerk of the City of Vernon is
27 hereby directed to distribute a copy of this Resolution to each
28 member city of the California Contract Cities Association along
1 with a letter urging each city to adopt a similar resolution.

SECTION 4: The City Clerk of the City of Vernon shall
3 certify to the passage of this Resolution and thereupon and
4 thereafter the same shall be in full force and effect.
5 APPROVED AND ADOPTED this 20th day of September, 1983.
