RESOLUTION NO. 5086
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ESTABLISHING FEES FOR BUILDING,
ELECTRICAL, PLUMBING, HEATING, VENTILATING,
COOLING, REFRIGERATION AND FIRE PREVENTION
PERMITS ISSUED BY THE CITY OF VERNON AND FOR
SPECIAL INSPECTIONS, CERTIFICATES OF OCCUPANCY,
TEMPORARY USE OF COMMERCIAL COACHES, CONDITIONAL
USE PERMITS AND FOR REVIEW AND APPROVAL OF
TEN~~TIVE PARCEL MAPS FOR DIVISION OF PROPERTY
AND TO REPEAL RESOLUTION NOS. 4740 AND 4766
WHEREAS, Chapter 7 of the Vernon City Code provides
for the issuance of building, electrical, plumbing, heating,
ventilating, cooling, refrigeration and fire prevention permits;
and
WHEREAS, Chapter 7 of the Vernon City Code provides
that the City Council of the City of Vernon shall establish,
by resolution, building, electrical, plumbing, heating,
ventilating, cooling, refrigeration and fire prevention permit
fees; and
WHEREAS, the City Council of the City of Vernon adopted
Resolution No. 4740 on July 1, 1980, as amended by Resolution
No. 4766 adopted on December 16, 1980, establishing building,
electrical, plumbing, heating, ventilating, cooling, re-
frigeration and fire prevention permit fees in accordance with
said Code; and
WHEREAS, said fees established by said Resolutions are
determined to be inadequate; and
WHEREAS, Chapter 18A of the Vernon City Code provides
for the issuance of conditional use permits for public storage
facilities and cogeneration facilities; and
WHEREAS, Section 18A.6 of the Vernon City Code provides

that the City Council of the City of Vernon shall establish, by
resolution, conditional use permit fees; and
WHEREAS, Victor H. Vaits, Director of Community
Services, has recommended by memo dated February 9, 1984, that
the City Council of the City of Vernon adopt a resolution to
establish new fee schedules; and
WHEREAS, the City Council of the City of Vernon wishes
to establish new fees as set forth herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
does hereby find and determine that the recitals contained
hereinabove are true and correct.
SECTION 2: That the City Council of the City of Vernon
does hereby establish building, electrical, plumbing, heating,
ventilating, cooling, refrigeration and fire prevention permit
fees as follows:
(a) The fee to be collected for each building,
electrical, plumbing, heating, ventilating, cooling, refrigera-
tion and fire prevention permit shall be as set forth in Table
I-A and under certain conditions as set forth in Sections 8 and
9 of this Resolution. This fee shall be collected by the City
Clerk and deposited into the general fund of the City of Vernon.
(b) When a plan is required to be submitted, a
plan checking fee shall be paid to the City Clerk at the time
of submitting plans and specifications for checking. Said plan
checking fee shall be equal to sixty-five percent (65%) of the
permit fee set forth in Table I-A or as required under Section 7.

(c) The fees collected, as set forth above, shall
include fees collected for the Strong-Motion Instrumentation
Program of the State of California, as set forth in Chapter 8
of Division 2 of the Public Resources Code. The City Clerk of
the City of Vernon is hereby directed to remit the portion of the
fees allocable for the Strong-Motion Instrumentation program to
the State of California in accordance with said Chapter.
SECTION 3: That whenever a special inspection is
required or requested to determine compliance with the provisions
of the Ordinances of the City of Vernon for a proposed use or
occupancy or for a Certificate of Occupancy, as required under
Section 307 of the Uniform Building Code, 1979 Edition, an
inspection fee shall be collected by the City Clerk as set forth
in Table 2-A, before the inspection will be made. This
inspection fee is in addition to any permit fees that may be
applicable for work required to comply with City ordinance.
SECTION 4: The inspection fee required prior to
temporary use of a commercial coach shall be Three Hundred
Dollars ($300.00) for the first year and Six Hundred Dollars
($600.00) for subsequent years. Electrical, mechanical and
plumbing permit fees for said coach, when applicable, shall be
in addition thereto and in accordance with Section 2 of this
Resolution.
SECTION 5: Whenever a tentative map, parcel map, lot
line adjustment or a certificate of compliance is submitted for
approval wherein said map contains four. t4h,or )l~>ss' parcels or
lots, a fee of One Hundred and Fifty Dollars ($150.00) shall be
paid at the time of submittal.

Whenever a tentative map, parcel map, lot line
adjustment or certificate of compliance is submitted for
approval wherein said map contains five (5) or more parcels or
lots, a fee of Seven Hundred and Fifty Dollars ($750.00) plus
an additional fee of Eighty Dollars ($80.00) per each parcel
or lot shall be paid at the time of submittal.
These fees shall be in addition to any other fees
required by Section 2.5-3 of the Code of the City of Vernon.
SECTION 6: Whenever an application for a conditional
use permit is submitted, a processing fee of One Thousand Five
Hundred Dollars ($1,500.00) shall be paid at the time of
submittal for each application.
SECTION 7: Whenever fire protection hydraulic
calculations are required to be submitted for review or for plan
check, or as a substantiation to an existing system, the fees
to be paid shall be as required under Section 2, but in no case
less than One Hundred and Fifty Dollars ($150.00).
SECTION 8: When a plan is required to be submitted
for checking for compliance with the State of California rules
and regulations for energy insulation standards for residential
buildings or nonresidential buildings, a plan-checking fee shall
be as required under Section 2, subsection (b), plus an
additional twenty-five percent (25%) of the permit fee.
SECTION 9: The fees to be collected for each building
permit in conjunction with the energy insulation standards for
residential buildings and for the energy conservation standards
for nonresidential buildings shall be as required under Section
2, subsection (a), plus an additional ten percent (10%) of the

SECT~ON 10: A fee shall not be required for the
3 issuance of a permit to perform work in a structure designed
4 and used exclusively as an emergency fallout shelter.

SECTION 11: The City Clerk of the City of Vernon is
6 hereby directed to certify to the passage of this Resolution,
7 and following said certification this Resolution shall be in
8 full force and effect, commencing with the repeal of Resolution
9 Nos. 4740 and 4766 and thereafter the fees applicable for the
10 issuance of the permits under Ordinance Nos. 877, 889, 900, 901,
11 902, 903, 904 and 946 shall be as set forth in this Resolution.

SECTION 12: Resolution Nos. 4740 and 4766 and any
13 other resolutions in conflict with this Resolution are hereby
14 repealed, effective as of February 21, 1984.
