A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ESTABLISHING A GENERAL GOVERNMENT
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR
ENDING JUNE 30, 1985 PURSUANT TO GOVERNMENT
CODE SECTION 7910
WHEREAS, Section 7910 of the Government Code requires
governing body of each local jurisdiction to establish, by
8 resolution, an appropriations limit for each fiscal year; and
9 WHEREAS, the appropriations limit for the 1980-1981
10 fiscal year is determined by multiplying the total amount of
11 appropriations for the fiscal year 1978-1979, by the lesser of
12 the change in cost of living for the 1979 calendar year or the
13 change in California per capita personal income for the 1978
14 calendar year, and multiplying this product by the change in
15 population of the City of Vernon for the 1978 calendar year and
16 thereafter multiplying this product by the lesser of the
17 change in cost of living for the 1980 calendar year or the
18 change in California per capita personal income for the 1979
19 calendar year and multiplying this product by the change in
20 population of the City of Vernon for the 1979 calendar year.
21 The above computation is attached hereto and incorporated herein
22 as though fully set forth at length as Exhibit "A"; and
23 WHEREAS, for the 1981-1982 fiscal year and each year
24 thereafter, the appropriations limit for the City of Vernon shall
25 equal the appropriations limit for the prior fiscal year
26 multiplied by the lesser of the change in cost of living for the
27 calendar year in which the fiscal year begins or the change in
28 California per capita personal income for the calendar year

1 preceding the beginning of the fiscal year for which the
2 appropriations limit is to be determined, the product multiplied
3 by the change in population of the City of Vernon for the
4 calendar year preceding the beginning of the fiscal year for
5 which the appropriations limit is to be determined; and
6 WHEREAS, the appropriations limit for the fiscal year
7 1978-1979 was $12,223,946; and
8 WHEREAS, the appropriations limit for the fiscal year
9 1979-1980 was $13,621,999; and
10 WHEREAS, the appropriations limit for the fiscal year
11 1980-1981 was $15,097,261; and
12 WHEREAS, the appropriations limit for the fiscal year
13 1981-1982 was $17,232,014; and
14 WHEREAS, the appropriations limit for the fiscal year
15 1982-1983 was $17,601,587; and
16 WHEREAS, the appropriations limit for the fiscal year
17 1983-1984 was $18,428,852; and
18 WHEREAS, the City Clerk has posted a notice indicating
19 that the documentation used in the determination of the
20 appropriations limit provided for herein has been available for
21 inspection by the public for at least fifteen (15) days from
22 and after May 7, 1984; and
23 WHEREAS, the City Council of the City of Vernon hereby
24 intends to establish the appropriations limit for the fiscal
25 year 1984-1985.
26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
27 THE CITY OF VERNON AS FOLLOWS:
28 SECTION 1: The City Council of the City of Vernon

1 hereby establishes $18,266,678 as the amount of the appropriations
2 limit for the fiscal year 1984-1985.

SECTION 2: The City Council of the City of Vernon
4 approved a budget by adopting Resolution No. 5119 on June 28,
5 1984, which appropriated the amount of $94,4~3,885 for the
6 fiscal year 1984-1985.
7
SECTION 3: The City Council of the City of Vernon
8 hereby declares that the budget established by Resolution No.
9 5119 complies with the requirements of Government Code Section
10 7910.

SECTION 4: The City Clerk of the City of Vernon shall
12 certify to the passage of this Resolution and thereupon and
13 thereafter the same shall be in full force and effect.
