RESOLUTION NO. 5154
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE TERMS AND CONDITIONS OF A
PROJECT PLANNING AGREEMENT BETWEEN THE DEPARTMENT
OF WATER AND POWER OF THE CITY OF LOS ANGELES
AND THE CITIES OF ANAHEIM, AZUSA, BANNING,
BURBANK, COLTON, GLENDALE, PASADENA, RIVERSIDE
AND VERNON, THE M-S-R PUBLIC POWER AGENCY AND
THE WESTERN AREA POWER ADMINISTRATION, AND
AUTHORIZING THE EXECUTION OF AND DELIVERY OF
SAID AGREEMENT BY OFFICERS OF THE CITY OF VERNON
WHEREAS, pursuant to the provisions of Chapter 5,
Division 7, Title 1 of the Government Code of the State of
California, as amended (the "Joint Powers Act"), the City of.
Vernon and certain other public agencies created pursuant to the
Southern California Public Power Authority (the "Authority"), a
public entity separate and apart from the Members; and
WHEREAS, the Authority and M-S-R Public Power Agency
("M-S-R") are financing for certain of their members and others
a study to determine the feasibility of the Mead-Phoenix DC
Intertie Project; and
WHEREAS, the members desire to provide a transmission

path from McCullough Switching Station in the vicinity of Boulder
City, Nevada to the Victorville, California area; and
1;'I7HEREAS, the Department of 1;vater and Power of the City
of Los Angeles has ownership rights in, and operate McCullough
Switching Station ("McCullough) and owns and operates Victorville
Switching Station ("Victorville") and is willing to study the
feasibility of constructing and interconnecting an additional

transmission line from McCullough to Victorville or to Los
Angeles' future Adelanto Switching Station in the vicinity of
Victorville("Project"); and
WHEREAS, the City of Vernon desires to, among other
things, participate in, and obtain the benefits of, such
Planning Work and to obtain the right of first refusal to output
from the Project and, as such, has determined that it is
desirable and in the best interests of the customers of the
electric system of the City of Vernon to enter into a Project
Planning Agreement in the form submitted to this City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the terms and conditions of the
Project Planning Agreement be, and the sa.me are, hereby approved.
A copy of said Agreement has been presented to the City Council
concurrently with this Resolution and the City Council herebY
orders said Agreement to be received and filed by the City
Clerk.
SECTION 2: That the City Council of the City of
Vernon hereby authorizes the Mayor and the City Clerk to
execute and deliver the Project Planning Agreement by and on
behalf of the City of Vernon in substantially the form submitted
to this meeting.
SECTION 3: That the City Clerk of the City of Vernon
shall certify to the passage of this Resolution and thereupon
and thereafter the same shall be in full force and effect.
