RESOLUTION NO. 5161
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
3 OF VERNON ESTABLISHING A MORATORIUM ON THE
ISSUANCE OF BUILDING PERMITS FOR BUILDINGS
4 TO BE USED FOR WAREHOUSE PURPOSES
5 WHEREAS, the City Council of the City of Vernon
6 established the General Plan on November 18, 1975 and adopted
7 Zoning Ordinance No. 856 on July 1, 1975; and
8 WHEREAS, substantial changes have occurred in the City
9 since the adoption of said General Plan and Zoning Ordinance;
10 and
11 WHEREAS, it appears that there has been a substantial
12 shift from manufacturing to warehouse uses; and
13 WHEREAS, the City Council of the City of Vernon intends
14 to study the effects of said shifts and land uses and intends to
15 declare a moratorium while studying said land use purposes.
16 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
17 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon
19 hereby declares a moratorium on the issuance of building
20 permits for buildings to be used for warehouse purposes or
21 whose principal purpose would be warehouse purposes and
22 instructs the City Engineer and Director of Community Services
23 not to issue any building permits for new buildings whose
24 primary purpose would be used as a warehouse.

SECTION 2: That the Director of Community Services is
26 hereby instructed to perform a study on the changes occurring
27 within the City from manufacturing to warehouses and that

1 said Director of Community Services should prepare a report to
2 be submitted to the Council concerning said study on or before
3 June 30, 1985.

SECTION 3: That the Director of Community Services'
5 study should be reviewed by the Finance Committee prior to
6 being submitted to the City Council.

SECTION 4: The City Clerk of the City of Vernon shall
S certify to the passage of this Resolution and thereupon and
9 thereafter the same shall be in full force and effect.
10 APPROVED AND ADOPTED this 8th day of January, 1985.
