RESOLUTION NO. 5176
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON CONCERNING THE ALAMEDA CORRIDOR TASK
FORCE (ICTF PROJECT) REOUESTING THE APPROVAL
OF GRADE SEPARATION PROJECTS

5 ~mEREAS, the Southern California Association of
G Governments ("SCAG") has set policy to develop a consolidated
7 rail corridor within the San Pedro Branch of the Southern
8 Pacific Railroad (hereinafter known as the Alameda Corridor);
9 and
10 vffiEREAS, the City of Vernon is a member of the Alameda
11 Corridor Task Force which is studying the potential effect on
12 the cities along the Alameda Corridor which will be caused by
13 the proposed Intermoda1 Container Transfer Facility (ICTF);
14 and
15 ~{HEREAS, the City of Vernon is approximately 5 square
16 miles in area, has a daytime population of approximately 60,000,
17 and has a road system composed of 47.4 miles of paved streets;
18 and
19 WHEREAS, four railroad companies operate within Vernon;
20 namely, the Southern Pacific Railroad, the Santa Fe Railroad,
21 and Union Pacific Railroad and the L.A. Junction Railroad; and
22 l{HEREAS, within the City of Vernon there is a total
23 track length of approximately 120 miles with 170 railroad
24 crossings and the City of Vernon is boxed in on all four sides by
25 main line tracks; and
26 l{HEREAS, the City of Vernon's traffic flow, police,
27 fire and paramedic services are adversely affected by the
28

1 existing rail movements; and
2 WHEREAS, the City of Vernon has no objection to the
3 consolidation of the rail movement in one corridor, but does
4 object to the consolidation on the Southern Pacific-San Pedro
5 Branch as the City of Vernon would be adversely impacted by
6 the proposed increase in rail traffic unless strong mitigating
7 measures are initiated to resolve any adverse environmental
8 and economic impacts which may be caused by this project; and
9 WHEREAS, the City of Vernon strongly objects to the
10 proposed street realignments, street closures and new rail
11 crossing construction along Alameda Street between J-Yard and
12 Slauson Avenue; and
13 WHEREAS, the City of Vernon believes that the best
14 mitigating measure would be to locate '.the consolidated route
15 along the Southern Pacific-Wilmington Branch where there is
16 adequate railroad right-of-way and no interference from heavily
17 traveled Alameda Street; and
18 WHEREAS, the City of Vernon believes that the various
19 traffic and other safety problems created by increased rail
20 traffic be mitigated by the railroads and the ports and supports
21 the idea that a portion of the savings realized in shipping
22 costs from the ports to downtown yards be allocated for traffic
23 related projects along the proposed consolidated route and not
24 be used exclusively for the financing of the ICTF Project
25 thereby allowing the available funds to increase in direct
26 proportion to the increase in rail traffic; and
27 WHEREAS, the City of Vernon has four major east-west
28 arterials which cross Alameda Avenue which are: 25th Street

1 with an ADT of 4,054; 38th Street with an ADT of 6,350; Vernon
2 Avenue with an ADT of 17,000 and 55th Street with an ADT of
3 5,430. Also, there are a number of school children who are
4 required to cross Alameda on foot to the Vernon Elementary
5 School on Vernon Avenue.
6 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
7 THE CITY OF VERNON AS FOLLOWS:
8 SECTION 1: That the City Council of the City of Vernon
9 does hereby find and determine that the recitals contained
10 hereinabove are true and correct.
11 SECTION 2: If the Alameda Corridor is selected, steps
12 shall be taken to construct grade separations at the following
13 east-west highways crossing Alameda Corridor within the City of
14 Vernon: 25th Street, 38th Street, Vernon Avenue and 55th Street.
15 SECTION 3: Studies should be made and consideration
16 shall be given to a potential increase in vehicular traffic both
17 on the east-west streets and along Alameda Street, corollary
18 to the increase in the train traffic along the corridor, and
19 particularly the effect on Alameda Street vehicular traffic.
20 Mitigation measurements shall be immediately taken to reduce
21 the effect of unsafe traffic conditions, noise pollution, air
22 pollution, vibration, safe access to schools and access to
23 adjacent buildings. Mitigation measurements should be taken
24 to locate the consolidated route along Southern Pacific-
25 Wilmington Branch where there is adequate railroad right-of-way
26 and no interference from heavily traveled Alameda Street and
27 the savings realized from the consolidation should be used for
28 traffic related projects along the proposed consolidated route.

SECTION 4: The City Clerk shall certify to the passage
2 of this resolution and thereupon and thereafter the same shall
3 be in full force and effect.

SECTION 5: The City Clerk is directed to send a copy
5 of this resolution to SCAG, all cities on the Alameda Task
6 Force, the California Public Utilities Commission, Cal Trans,
7 and the Southern Pacific Railroad.
8 APPROVED AND ADOPTED this 26th day of March, 1985.
