RESOLUTION NO. 5210
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON CONCURRING WITH THE MARCH 1984
UPDATE OF THE LOS ANGELES COUNTY SOLID WASTE
MANAGEMENT ,'iPLAN , NONHAZARDOUS WASTE ELEMENT
WHEREAS, the State Solid Waste Management and Resource
6 Recovery Act of 1976 requires preparation of a County Solid Waste
7 Management Plan (hereinafter referred to as the Plan) and updating
8 of the Plan every three years; and
9 WHEREAS, the California Waste Management Board approved
10 the Plan on December 16, 1977; and
11 WHEREAS, since the adoption and implementation of the
12 Plan, a number of changes have occurred which would warrant a
13 comprehensive update of the Plan elements; and
14 WHEREAS, update of the Plan, Nonhazardous Waste Element,
15 dated March 1984, has been completed by the County Solid Waste
16 Management Committee; and
17 ~iHEREAS, the majority of the cities within the County
18 which contain a majority of the population of the incorporated
19 areas of the County approved the updated Plan by resolution; and
20' WHEREAS, the City Council of the City of Vernon adopted
21 Resolution 5109 on June 5, 1984, approving the updated Plan; and
22 WHEREAS, on December 18, 1984, the updated Plan was
23 submitted to the Board of Supervisors for approval consideration,
24 but the Board found the Plan to be deficient in its identification
25 of established land disposal sites; and
26 WHEREAS, during approximately one year from preparation
27 of the updated Plan, changes have occurred and requests for
28 revisions have been received which resulted in the preparation of

1 Revision A to the updated Plan; and
2 WHEREAS, the updated Plan, Nonhazardous Waste Element,
3 and Revision A are subject to approval by the majority of the
4 cities within the incorporated area of the County; and
5 WHEREAS, the updated Plan, Nonhazardous Waste Element,
6 and Revision A was submitted to the City of Vernon for approval.
7 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
8 THE CITY OF VERNON AS FOLLOWS:
9 SECTION 1: That the City Council of the City of Vernon
10 does hereby find and determine that the recitals contained
11 hereinabove are true and correct.
12 SECTION 2: That the City Council of the City of Vernon
13 hereby approves the updated Plan, Nonhazardous Waste Element, and
14 Revision A.

SECTION 3: That the City Clerk of the City of Vernon
16 shall certify to the passage of this Resolution and thereupon
17 and thereafter the same shall be in full force and effect.
18 APPROVED AND ADOPTED this 3rd day of September, 1985.
