A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE
EXECUTION OF AN INTERIM CONTRACT RELATING
TO UPRATING PROGRAM AT HOOVER POWERPLANT
WHEREAS, the Hoover Uprating is a program to increase
the capacity of existing generating equipment and appurtenances
at the Hoover Power Plant as authorized by the Hoover Power
PI ant Act of 1984 ("Act, "), approved by the Legi sl ature on August
17, 1984; and
WHEREAS,
pursuant to the Act, the Bureau of
Reclamation, an agency of the Department of the Interior, is
proceeding to complete the Hoover Upratings and has completed
the modifications to be made to Units A-5 and N-7 at the Hoover
Power Plant; and
WHEREAS, pursuant to the Act, or pursuant to the
Act and an allocation proceeding completed by the Western Area
Power Administ.ration ("WAPA"), the City of Vernon has been
allocated a share of the capacity and associated energy of the
Hoover Upratings; and
WHEREAS, the City Council of the City of Vernon
desires to enter into an Interim Contract Relating to Uprating
Program At Hoover Powerplant Among The United States Of America
Acting Through The Bureau Of Reclamation (An Agency Of The
Department Of The Interior) And Through The Western Area Power
Administration (An Agency Of The Department Of Energy) And The
Several Non-Federal Participants Named Herein to provide for the
payment of funds to the Bureau of Reclamation to pay costs of
the Hoover Upratings, and to provide for the delivery of energy

by WAPA to the City of Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:

That the City Council of the City of
Vernon hereby finds and determines that the recitals contained
hereinabove are true and correct.
esgIIQt:L~ :
That the City Council of the City of
Vernon hereby approves the Interim Contract Relating to Hoover
Program at Hoover Powerplant, a copy of which has been presented
to the City Council concurrently with this Resolution, and the
City Council hereby orders said Contract to be received and
filed by the City Clerk.
esgIIQt:L~ :
That the City Council of the City of
Vernon hereby authorizes the Mayor and the City Clerk to execute
said Contract for, and on behalf of, the City of Vernon.
esgIIQ~_~: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.
