DOES HEREBY RESOLVE,>. DETERMINE AND ORDER as fol~ows.:
1.. That .theCi ty Council on June 3, 1986 adopted
Resolution No. .5286, calling, providing for and giving noticeofa
special municipal election to beheld in said City for the. puz:poseof
submitting to the qualified voters of said City a pz:oposition .for the
issuance of revenue bonds by said City; and the City Council on the
date hereof adopted Ordinance No. 962, calling, providing for .and
giving notice of a.special municipal election to be held in said City
on Tuesday, August 12 , 1986 for the purpose of submitting to th.e
qualified voters of said City a proposition for the issuanceofgen-
eral obligationbC>nds by said City and repealing all ordinances or
parts of oz:dina.nces in conflict therewith, specifically Ordinance
No.. 960.
2. Th a t Resoluti on No. 5286 stated in Secti onlthat a
special municipal election would be held in the City of Vernon,
California, on~uesday,August 5, 1986,except that if <Proposition 46
on the June 3 , 1986 statewide primary election ballot wasi:lpprovedpy
the voters, then said special municipal election would beheld on
Tuesday, August 12 ,.1986.

.." 4. That the City Council hereby confirms that the special

6. Tha t,pur suan t toCali.f ornia Elections Code
Section 5011, the City Council hereby directs the City Clerk to
transmit aicomrof each of the propositions referred to herein to the
City Attorney. The City Attorney shall prepare anddeJ.iver by
~une 28, 1986 to the City Clerk an impartial analysis of each such
proposition showing the effect of each such proposition on the eXist-
ing1aw and the operation of each measure. (The analysis shall be
printed preceding the arguments authorized below for each measure. )
Each analysis.shall not. exceed 500 words in length.
7. That.. pursuant to California Elections Code
Section 5013, the City Council hereby..authorizes the members of the
City Council, together, to file a written ballot argument for each of
the proposi tionsreferred to herein with the. City Clerk by June 28,
1986., No argument shall exceed 300 words in length.
8. That, pursuant to Elections Code Section 5015, the City
Council directs the City Clerk to fix and determine June 28,1986 as
a reasonable and final date for submission of arguments for or
against any proposition referred to herein. (Any argument may be
changed or .withdrawn by its proponent prior to the date fixed by the
City C1 erk. )
9. Notw ithstandingany prior procedure adopted by the City
Council, there will be no procedure in effect for rebuttal arguments
relative .to the propositions referred to herein., as permitted by
Elections Code Section 5014.5.
10.. This resolution shall take effect immediatelY,..
