A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON CHANGING THE ENERGY COST ADJUSTMENT
BILLIN6 FACTOR CHARGED FOR ELECTRICAL ENERGY
DISTRIBUTED AND SUPPLIED TO ITS ELECTRICAL
CONSUMERS
WHEREAS, Ordinance No. 929 provides for an Energy CO$t
6 Adjustment Billing Factor ("ECABF") and for changes in such
7 billing factor to be made from time to time by resolutions of
8 the City Council of the City of Vernon when, in t.he City
9 Council.s opinion, such changes are necessary for the sound
10 financial position of the Light and Power Operating Funds; and

WHEREAS, the ECABF adopted in previous Resolution No.
12 5264 has produced a deficit in the energy cost adjust.m.nt
13 account; and
14
WHEREAS,
the "Report on Rate Design" adopted by the
15 City Council provides that surpluses or deficit. in the .nergy
16 cost adjustment account should be considered in determi.ning the
17 ECABF to be applied in future quarters; and
18
. WHEREAS, the projected ECABF in the wholes4l\le market
19 has been and continues to be subject to wide variations; and
20
WHEREAS, the City Council of the City of Vernon deems
21 it necessary that the ECABF be as constant and stable as
22 possible in .order to allow the customers to project their futl..lre
23 financial needs; and
24
WHEREAS, the City Council of the City of Vernon firtOS
25 and determines that the accumulated deficit should be debited to
26 the ECABF during the next quarter.

NOW, THEREFORE, Be IT RESOLVED BY THE CITY COUNCIL OF
28 THE CITY OF VERNON AS FOLLOWS:

Vernon
finds and determines that the recitals
contained
hereinabove are true and correct.
!2~GI!QM_6: That the City Council of the City of Vernon
does hereby adopt an ECABF of Negative $0.02486 per kilowatt
hoLtr on electrical energy sold to its electrical consumers.
!2~gI!QM_~: That the effective date of said ECABF
shall be August 1, 1986, and shall continue until rescinded or
amended by resolution of the City Council of the City of Vernon.
9sgIIQ~_~: That effective August 1, 1986, this
resolution rescinds existing ECABF Resolution No. 5264.
12~GI!Q~_~: That the City Clerk of the City of Vernon
shall certify to the passage of this resolution and thereupon
and thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 15th day of July, 1986.
