Resolution No. 5314 ." 1 2 3 4 5 B~~Qk~IIQN_NQ~_~~l~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ESTABLISHING RULES AND REGULATIONS RESPECTING THE EMPLOYMENT OF RELATED FAMILY MEMBERS AND REPEALING RESOLUTION NOS. 4028 AND 5036 WHEREAS, the City Council of the City of Vernon adopted 6 Resolution No. 4028 on January 19, 1971, which restricted the 7 employment of related individuals and specifically prohibited the 8 employment of a spouse of an existing employee; and 9 WHEREAS, the City Council of the City of Vernon adopted 10 Resolution No. 5036 on August 11, 1983, which amended Resolution 11 No. 4028 by establishing restrictions respecting the employment 12 of married individuals working in the same department; and 13 WHEREAS, the City Council of the City of Vernon wishes 14 to establish new rules and regulations respecting the employment 15 of related family members; and 16 WHEREAS, said policy is not intended in any way to 17 limit employment because of race, color, creed, sex, or national 18 or i gin. 19 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 20 THE CITY OF VERNON AS FOLLOWS: 21 ~~~GIIQN_l : No employee, prospective employee, Dr 22 applicant shall be improperly denied employment or benefits of 23 employment on the basis of marital status or relationship to 24 another employee or official of the City. For purposes of 25 administration, a relative shall be defined as a member of the 26 immediate family (spouse, children, parents, brothers, sisters, grandparents, grandchildren of the employee; and the 27 28 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 corresponding relationships by affinity). Marital status is defined as an individual's state of marriage, non-marriage, divorce or dissolution, widowhood, annulment, or separation, other marital state for the purpose of this anti-discrimination policy. Spouse is defined as a partner in marriage as defined in California Civil Code Section 4100. ~~QI!QN_~: Notwithstanding the provisions contained in Section 1 above, the City retains the right: (a) To place one party a to to refuse relationship under the direct or indirect supervision the other party a to of relationship where such has the potential for cr-eati ng adverse impact on sLlpervi si on, safety, security or morale. (b) To refuse to place both parties to a relationship the department, in same division, or facility where such has the potential for creating adverse impact on supervision, safety, security, or morale, or involves potential conflicts of interest.
