A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE
EXECUTION OF A TRANSMISSION SERVICE AGREEMENT
BY AND BETWEEN THE SOUTHERN CALIFORNIA EDISON
COMPANY AND THE CITY OF VERNON
WHEREAS, the City of Vernon has entered into an agree-
ment with the Department of Water Resources of the State of
California to purchase capacity and energy starting on January 1,
1987: and
WHEREAS, the City of Vernon and Southern California
Edison Company have been engaged in negotiations for a firm
transmission service agreement to provide transmission service
for the capacity and energy purchased from the Department of
Water Resources of the State of California: and
WHEREAS, Southern California Edison Company has sub-
mitted an Agreement which represents their final compromise offer
dated December 9, 1986: and
WHEREAS, the City Council of the City of Vernon intends
to approve this Agreement under protest and to authorize the
Mayor to execute said Agreement and instruct the City Ad-
ministrator to write a letter to the Southern California Edison
Company expressing the City Councils' protest.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
hereby finds and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: That the City Council of the City of Vernon

1 hereby approves the Agreement, a copy of which has been presented
2 to the City Council concurrently with this resolution and the
3 City Council hereby orders said Agreement to be received and
4 filed by the City Clerk.

SECTION 3: That the City Council of the City of Vernon
6 hereby authorizes the Mayor and the City Clerk to execute said
7 Agreement for, and on behalf of, the City of Vernon and hereby
8 instructs the City Administrator to write a letter to the
9 Southern California Edison Company expressing the protest of the
10 City Council.
11 SECTION 4: The City Clerk of the City of Vernon shall
12 certify to the passage of this resolution and thereupon and
13 thereafter the same shall be in full force and effect.
14 APPROVED AND ADOPTED this 9th day of December, 1986.
