A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE
EXECUTION OF AN UMBRELLA AGREEMENT BETWEEN
THE UNITED STATES DEPARTMENT OF ENERGY,
ACTING BY AND THROUGH THE BONNEVILLE POWER
ADMINISTRATION, AND THE CITY OF VERNON
PROVIDING FOR THE PURCHASE AND SALE OF
SURPLUS ENERGY, SURPLUS CAPACITY, AND POWER
EXCHANGES AND/OR OTHER SERVICES
WHEREAS, the City Council of the City of Vernon and the
United States Department of Energy, acting by and through the
Bonneville Power Administration ("BPA") and the City of Vernon
desire to enter into an agreement to provide a contractual
mechanism for the purchase and sale of surplus energy (firm, non-
firm, and/or provisional), and/or surplus capacity, power ex-
changes, and/or other services which the parties may agree from
time to time to make available and purchase for short-term
periods as specified in said agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
hereby finds and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: That the City Council of the City of Vernon
hereby approves the Agreement, a copy of which has been presented
to the City Council concurrently with this resolution and the
City Council hereby orders said Agreement to be received and
filed by the City Clerk.
SECTION 3: That the City Council of the City of Vernon
hereby authorizes the Mayor and the City Clerk to execute said

Agreement for, and on behalf of, the City of Vernon.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the pas~age of this resolution and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 7th day of April, 1987.
