A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE
EXECUTION OF A LOS ANGELES COUNTY REGIONAL
IDENTIFICATION SYSTEM (LACRIS) USER
AGREEMENT BY AND AMONG THE CITY OF VERNON,
THE COUNTY OF LOS ANGELES AND THE CITY OF
LONG BEACH FOR THE VERNON POLICE DEPARTMENT
TO PARTICIPATE IN THE LACRIS
WHEREAS, the Vernon Police Department desires to par-
ticipate in the LACRIS, a participant in the State of California
Identification System/Remote Access Network, which consists of
two subsystems, the Automated Fingerprint Identification System
and the Automated Latent Print System, and includes remote access
through Local Input Terminals, and
WHEREAS, this User Agreement will enable the Vernon
Police Department to have access to the LACRIS through the City
15 of Long Beach Local Input Terminals site, Sheriff's station, or
16 any agency participating in the existing Los Angeles Sheriff's
17 Department Facsimile Network for Automated Fingerprint Iden-
18 tification system inquiries, and through the Long Beach Local In-
19 put Terminals site for Automated Latent Print system inquiries,
20 in the minimum amount of 0.09% of total available system time,
21 under the terms and conditions specified in said agreement.
22 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
23 THE CITY OF VERNON AS FOLLOWS:
24 SECTION 1: That the City Council of the City of Vernon
25 hereby finds and determines that the recitals contained
26 hereinabove are true and correct.

SECTION 2: That the City Council of the City of Vernon

hereby approves the User Agreement, a copy of which has been
presented to the City Council concurrently with this resolution
and the City Council hereby orders said Agreement to be received
and filed by the City Clerk.
SECTION 3: That the City Council of the City of Vernon
hereby authorizes the Mayor and the City Clerk to execute said
Agreement for, and on behalf of, the City of Vernon.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 28th day of April, 1987.
