A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ESTABLISHING A GENERAL GOVERNMENT
APPROPRIATIONS LIMIT FOR~HE FISCAL YEAR
ENDING JUNE 30, 1988 PURSUANT TO GOVERNMENT
CODE SECTION 7910
WHEREAS, Section 7910 of the Government Code requires
the governing body of each local jurisdiction to establish, by
resolution, an appropriations limit for each year: and
WHEREAS, the appropriations limit for the 1980-1981 fis~
cal year is determined by multiplying the to1;.al amount of ap-
propriations for the fiscal yearl978-l979,by the les,ser of the
change in the cost of living for the 1979 calendar year or the
change in california per capita personal income for the 1978
calendar year, and mUltiplying this product by t~e change in
population of the City of Vernon for the 1978 calendar year and
thereafter multiplying this product by the lesser of the change
16 in cost of living for the 1980 calendar year or the change in
17 California per capita personal income for the 1979 calendar year
18 and multiplying this product by the change in population of the
19 City of Vernon for the 1979 calendar year. The above computation
20 is attached hereto and incorporated herein by this reference as
21 though fully set forth at length as Exhibit "A": and

WHEREAS, for the 1981-l982 fiscal year and each year
23 thereafter, the appropriations limit 'for the City of Vernon shall
24 equal the appropriations limit for the prior fiscal year multi-
25 plied by the lesser of the change in cost of living for the
26 calendar in which the fiscal year begins or the change in
27 California per capita personal income for the calendar year

preceding the beginning of the fiscal year for whichtheap-
propriations limit is to be determined, the product mUltiplied,by
the change in population of the City of Vernon for the calendaJ;'
year preceding the beginning of the fiscal year for which ~he ap-
propriations limit is to be determined, and
WHEREAS, the appropriations limit for the fiscal year
1978-1979 was $12,223,946: and
WHEREAS, the appropriations limit for the fiscal year
1979-198B was $13,621,999: and
WHEREAS, the appropriations limit' for the fiscal year
198B-1981 was $15,B97,261: and
WHEREAS, the appropriations limit for the fiscal year
1981-1982 was $17,232,B14: and
WHEREAS, the appropriations limit for the fiscal year
1982-1983 was $17,6Bl,587: and
WHEREAS, the appropriations limit for the fiscal year
1983-1984 was $18,428,852: and
WHEREAS, the appropriations limit for the fiscal year
1984-1985 was $18,266,678: and
WHEREAS, the appropriations limit for the fiscal year
1985-1986 was $18,297,731: and
WHEREAS, the appropriations limit for the fiscal year
1986-1987 was $19,873,166: and
WHEREAS, the City Clerk has posted a notice indicating
that documentation used in the determination of the
appropriations limit provided for herein has been available for
inspection by the public for at least fifteen (15) days from and

WHEREAS, the City Council of the City of Vernon hereby
intends to establish the appropriationslimit for the fiscal year
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby establishes $2e1, 711,814 as the amount of the appropria-
tions limit for the fiscal year 1987-1988.
SECTION 2: The City Council of the City of Vernonap-
proved a budget by adopting Resolution No. 54e13 on June 3S, 1987,
which will not exceed the appropriations limit for the 1987-1988
fiscal year.
SECTION 3:
The City Council of the City of Vernon
hereby declares that the budget established by Resolution No.
5403 complies with the requirements of Government Code section
791S.
SECTION 4: The City Clerk of the City of Vernon shall
19 certify to the passage of this Resolution and thereupon an
20 thereafter the same shall be in full force and effect.
