RESOLUTION NO. 54"8,
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND RATIFYING THE
EXECUTION OF AN EDISON-VERNON MEAD FIRM
TRANSMISSION SERVICE AGREEMENT BETWEEN
SOUTHERN CALIFORNIA EDISON COMPANY ("EDISON")
AND THE CITY OF VERNON ("VERNON")
WHEREAS, Vernon has entered into an agreement with the
Western Area Power Administration ("WAPA") to purchase its en-
titlement of capacity and energy in the BOUlder Canyon Project
starting on June 1, 1987: and
WHEREAS, Vernon and Edison have been engaged in nego-
11 tiations for a firm transmission service agreement to provide
12 transmission service to receive Vernon1s allocation from the
13 Boulder Canyon project in accordance with Vernon1s contract with
14 WAPA: and
15 WHEREAS, Vernon requested the Federal Energy Regulatory
16 Commission in Docket No. ER84-75 (Phase II) to consider the terms
17 and conditions of such firm transmission service agreement: and
18 WHEREAS, the Administrative Law Judge had not issued his
19 opinion prior to June 1, 1987: and
20
WHEREAS, Edison refused to provide firm transmission
21 service on June 1, 1987, in order to permit Vernon to transmit
22 its allocation of capacity from the Boulder Canyon Project start-
23 ing on June 1,1987: and
24
WHEREAS, Edison has compelled Vernon to waive certain
25 rights and positions in respect to the litigation and the provi....
26 sions in the Agreement in return for receiving firm transmission
27 service in order to transmit its allocation of capacity and

2 energy from WAP~: and
3 WHEREAS, the City Council of Vernon intends to approve
4 this Agreement under prote~t and to ratify the Mayor executing
5 said Agreement and ratify the City Administrator1s letter to
6 Edison expressing the City Council 1 s protest respecting Edison1s
7 a.ctions in requiring Vernon to waive its rights under the Federal
8 Power Act in order to receive firm transmission service for its
9 allocation from WAPA.
10 NOW, THEREFORE, BE IT RESOLVED BY ':L'HE CITY COUNCIL OF
11 THE CITY OF VERNON AS FOLLOWS:
12 SECTION 1: That the City Council of Vernon hereby finds
13 and determines that the recitals contained hereinabove are true
14 and correct.
15 SECTION 2: That the City Council of Vernon hereby ap-
16 proves the Agreement, a copy of which has been presented to the
17 City Council concurrently with this resolution and the City Coun-
18 cil hereby orders said Agreement to be received and filed by t.he
19 City Clerk.
20 SECTION 3: That the City Council of Vernon hereby
21 ratifies the Mayor's execution of said Agreement for, and on be-
22 half of, Vernon and ratifies the City Administrator 1 s letter to
23 Edison expressing the protest of the ,City Council.

SECTION 4:
The City Clerk of Vernon shall certifY to
the passage of this resolution and thereupon and thereafter the
same shall be in full force and effect.
