RESOLUTION NO. 5411
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE
EXECUTION OF AN AGREEMENT FOR CONTRACTUAL
SERVICES BY AND BETWEEN THE CITY OF VERNON
AND EDWARD A. COONEY, DBA EAC ASSOCIATES
WHEREAS, the City of Vernon ("Vernon") and Edward A.
Cooney ("Cooney") entered into an Employment Agreement dated
March 21, 1983, providing for the retention of the services of
Cooney as the Assistant Finance Director: and
WHEREAS, on or about July 8, 1987, Cooney retired from
the service of Vernon: and
WHEREAS, Cooney is doing business as EAC Associates
("EAC") to provide professional services relating to Municipal
Management which includes, but is not limited to, Finance,
Budgeting, General Accounting, Risk Management and Computer
Operations: and
WHEREAS, Vernon is in need of the abilities possessed by
EAC at certain periods during the year due to the retirement of
Cooney: and
WHEREAS, Vernon and EAC desire to enter into a contrac-
tual services agreement to enable EAC to provide the requisite
services desired by Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
hereby
finds
and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: That the City Council of the City of Vernon

hereby approves the Agreement, a copy of which has been presented
to the City Council concurrently with this resolution, and the
City Council hereby orders said Agreement to be received and
filed by the City Clerk.
SECTION 3: That the City Council of the City of Vernon
hereby authorizes the Mayor and the City Clerk to execute said
Agreement for, and on behalf of, the City of Vernon.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 21st day of July, 1987.
