Resolution No. 5451 1 2 3 4 5 RESOLUTIOH HO. 5451 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VER- NON, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFI CE PERTAINING TO CANDIDATES STATE- MENTS SUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON TUESDAY, APRIL 12, 1988 WHEREAS, Section 10012 of the Elections Code of the State 6 of California provides that the governing body of any local agency 7 adopt regulations pertaining to materials prepared by any can- 8 didate for municipal election, including costs of the candidates' 9 statements. 10 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 11 CITY OF VERNON AS FOLLOWS: 12 13 10012 of SECTION 1: GENERAL PROVISIONS. That pursuant to Section the Elections Code of the State of California, each can- 14 didate for elective office to be voted for at an Election to be 15 held .in the C~ty of Vernon (on April 12, 1988) may prepare a 16 17 candidate's statement on an appropriate form provided by the City Clerk. The statement may include the name, age, and occupation of 18 19 20 21 22 23 24 25 26 27 28 the candidate and a brief description of no more that 200 words of the candidate's education and qualifications expressed by the can- didate himself or herself. The statement shall not include party affiliation of the candidate, nor membership or activity in par- tisan political organizations. The statement shall be filed in the office of the City Clerk at the time the candidate's nomina- tion papers are filed. The statement may be withdrawn, but not changed, during the period for filing nomination papers and until 5:00 p.m. of the next working day after the close of the nomina- tion period. 1 SECTION 2: SPANISH LANGUAGE. The City Clerk shall have and printed in the voters pamphlet only the candidates' of those candidates who request translation and print- 2 translated 3 statements 4 ing. 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 3 : ADDITIONAL MATERIALS. permitted to include additional materials package. No candidate will be in the sample ballot SECTION 4: PAYMENT. The City Clerk shall estimate the total cost including a ten percent (10%) administrative cost of printing, handling, translating, and mailing the candidates state- ments filed pursuant to the Elections Code, and require each c,an- didate filing a statement to pay in advance his or her pro rata share as a condition of having his or her statement included in the voter's pamphlet. The City Clerk shall bill each candidate for any cost in excess of the deposit or shall refund within 30 days of the election 'any unused portion of the deposit. SECTION 5: That the City Clerk shall provide each can- didate or the candidate's representative a copy of this Resolution at the time nominating petitions are issued. SECTION 6: That all previous resolutions establishing council policy on payment for candidates' statements are repealed. SECTION 7: That this resolution shall apply at the next ensuing municipal election and at each municipal election after that time.
