'l'BE' CITY OF VERNON AS FOLLOWS:
SECTIOII I: That the City Council authorize. the DleDIber
of the City Council, together, to file a written ballotarguaen
for the proposition referred to herein with the City Clerk in ac
cordance with California Elections Code Section 5813 and Articl
4, Chapter 3, Division 5 of the Elections Code of the State 0

and to change the argument until and includingth
date fixed by the City Clerk after which no arguments for
