A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON AMENDING EXHIBIT IIHII, SCHEDULE
VERNON S, OF RESOLUTION NO. 5076, AS AMENDED
BY RESOLUTION NO. 5111, WHICH PROVIDED FOR
THE ESTABLISHMENT OF ELECTRICAL RATES TO BE
CHARGED FOR ELECTRICAL ENERGY DISTRIBUTED AND
SUPPLIED BY SAID CITY WITHIN ITS BOUNDARIES
WHEREAS, the City Council of the City of Vernon adopted

WHEREAS, the City Council of the City of Vernon adopted
Ordinance No.
929 on July 28,
providing the terms under

WHEREAS, the City Council of the .City of Vernon adppted

Resolution No. 5111 on June 5, 1984, amending Section 2 of

ReSolution No. 5076 which provided for ,the establishment of
electrical rates to be charged for electrical energy distributed
and supplied by said City within its boundaries: and
WHEREAS, the City Council of the City of Vernon finds it
necessary to amend Exhibit "HII, Schedule Vernon S, pertaining to
IIStandby" Service.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1:
The City Council of the City of Vernon
hereby finds and determines that

forth in the attached Exhibit IIH", Schedule Vernon S, is h.reby
incorporated by this. reference and made a part hereof as tl10ugh
fully set forth at length and is hereby adopted as the City's
rates, terms and conditions for the distribution of of the
electrical energy supplied by the City of Vernon for Standby
Service.
SECTION 3: That in all other respects, Resolution Nos.
5111 and 5076 shall remain in full force and effect and that the
provisions contained in Resolution Nos. 5111 and 5076 not consis-
tent with or in conflict with this resolution are hereby
repealed.
SECTION 4: The City Clerk of the City of Vernon is
hereby directed to certify to the passage of this resolution and
thereupon and thereafter the same shall be in fu11 force a.nd ef-
feet.

his ownexpen~e, furnish and install a suitable circuit
breaker enclosed in a steel box equipped with a lock, all to
be approved by and under the sole control of the Utility,
and adjustment and operation of said circuit breaker to be
in noway interfered with by the customer. This circuit
breaker shall be set to break the connection with the
Utility's service when the customer's maximum demand exceeds
the number of kilowatts which the Utility stands ready to
supply, in which case the Utility wil1 renew the connections
upon due notice.
2. Meterinq: The customer shall, at his own expense,
. provide a location for the installation of a meter that is
acceptable to Utility, andUtilityshal1 install a meter
acceptable to. Utility at customers' expense. Utility shall
have unrestricted access to this meter. When selecting
meters thatar.e acceptable to the Utility, the Utility. shal1
take into consideration the existing facilities and the
potential hardships on existing customers who have
previously insFalled approved cogeneration facilities..
3. Contract:. This 5chedule wil1 applyonlywhere the
customerwill sign a service contract for at least one year.
4. Parallel0peration: This schedule is not applicablefo:r;
parallel operation of the customer's plant with the service
of the Utility.
5. Maximum Load: The Utility reserves .the right to
establish the maximum load served under this schedule.
6. In-Lieu of Tax and-Franchise Payments: The Base rates
and charges have been increased by 3 percent to reflect
payments in-lieu of tax and franchise payments. .
7. Excess Transformer Capacity: The transformer capacity
in excess of a Icustomer.s contract demand which is either
required by the Utility because of the. nature of the
customer's load or requested by the customer. Excess
transformer capacity shall be billed at $1..~ per kVAper
month.

8. Coordination of planned outaqes: The customer shall use
reasonable efforts to coordinate planned outages of
equipment that;; result in increased levels of service from
Vernon.
9. Time Periods: Time Periods are defined as follows:

Off-Peak:
Off-Peak HOlidays are: New Year's Day, Washington's
Birthday, Memorial Day, Independence Day, Labor Day,
Veteran's Day,: Thanksgiving Day and Christmas.
When any holiday listed above falls on Sunday, the following
Monday will be recognized as an off-peak period. No change
in off-peak will be made for hOlidays falling on Saturday.
The summer season time periods shal1 commence at 12:01 a.m.
May 1 and continue through October 31 of each year and the
winter season time periods shall commence at 12:01 a.m.
November 1 and continue through April 30 of the following
year.
10. Bil1inqDemands: Separate billing demands for the on..
peak, mid-peak, and off-peak time periOds shal1 be
established for each monthly bil1ing period. The billing
demand for each time period shallbe the maximum demand for
that time period occurring during the respective monthly
bil1ing period. The bil1ing demand shal1be determined to
the nearest kW.

11. Maximum Demand: The maximum demands shall be
establishedfor the on-peak, mid-peak, and off-peak perioQs..
The maximum demand for each period shal1 be the measured
maximum average kilowatt input indicated or recorded by
instruments, during any IS-minute metered interval, but
(except for new customers or existing customers electing
Contract Demand as defined in these Special conditioJ'ls) not
less than the diversified resistance welder load computed in
accordance with the section designated Welder Service in
Rule NO.2. Where the demand is intermittent or subject to
violent fluctuations,'a S-minute interval may be used.
12. Power Factor Adiustment:
a. Service Delivered and Metered at4 .~VQr Gr~9ter::
The charges will be adjusted each month for reactive
demand as fol10ws:
The charges wil1 be increased by <20 cents per kilovar
of maximum reactive demand imposed on the utility in excess
of 20 percent of the maximum number of kilowatts.
The maximum reactive demand shall be the highest
measured maximum average kilovar demand indicated or
recorded by metering to be supplied by the Utility during
any IS-minute metered interval in the month. The kilovars
shall be determined to the nearest unit. A ratchet device
will be installed on each kilovarmeter to prevent reverse
operation of the meter.
b. Service Deliveredand Metered at Less Than 4 kV:
The charges will be adjusted each month for the power
factor as follows: '
The charges wil1 be decreased by 20 cents per kilowatt
of measured maximum demand and wil1 be increased by 20 cents
per kilovar of reactive demand. However, in no case shall
the kilovars used for the adjustment be less than one-fifth
the number of kilowatts.

The kilovars of reactive demand shall be calculated by
mUltiplying the kilowatts of measured maximum demand by the
ratio of the kilovar-hours to the kilowatt-hours. Demands
in kilowatts and kilovars shall be determined to the nearest
unit. A ratchet device will be installed on the kilovar-
hour meter to Iprevent its reverse operatio.n on leading powel;'
factors.
13. Ener9v Cost Adjustment:
The rates above are subject to adjustment as provided
for in PartG of the Preliminary Statement.
14. Contracts:
An additional initial three-year facilities contract
may be required where applicant requires new or added
serving capacity. exceeding 2,000 kVA.
15. Voltaqe:
. Service will be sUpplied at one standard voltage.
