A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ESTABLISHING A LOSS CONTROL PROGRAM

WHEREAS, the City of Vernon became a member of the Inde-
pendent Cities Risk Management Authority (ICRMA) pursuant to
Resolution No. 5014 adopted on June 21, 1983: and

WHEREAS, the ICRMA has as one of its objectives "to in-
su.re that each city adopts and implements an effective loss con-
trol program": and
WHEREAS, an effective loss control program includes
11 programs for insurance including tort liability, Worker's Compen-
12 sation, health benefits, real property titles, and per$onal
13 property: programs for risk management: programs for adequate in-
14 surance protection in public works and other contractsJ and
15 programs for loss prevention: and
16 WHEREAS, the City Council of the City of Vernon recog-
17 nizes that the health and safety of each and every resident of
18 the City of Vernon, of each and every employee of the City of
19 Vernon or of any industry within the City, and of each and every
20 person who may visit or travel through the City of Vernon should
21 be of paramount concern to all: and
22 WHEREAS, membership of the City of Vernon in the ICRMA
23 requires theCi ty of Vernon to give utmost consideration to
24 develop any and all programs to ensure the safety of residents,
25 employees, and other persons: and
26 WHEREAS, an ad hoc Safety Committee appointed by the
27 City Administrator on or about May 1987 has prepared tentative

policies and procedures and a tentative safety program for the
purpose of lOBS control in the City of Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
hereby finds and determines that the recitals contained herein-
above are true and correct.
SECTION 2: That the Safety Committee of the City of
Vernon is hereby established to administer the loss control
program of the City of Vernon consisting of three members as
determined by the City Administrator, which committee will be as-
sisted and advised by the City of Vernon Risk Manager.
SECTION 3: That the Safety Committee, with the assis-
tance of the Risk Manager, shall prepare and implement a loss
control program for the City of Vernon which shall include:
(a) risk management policies and procedures:
(b) insurance programs for tort liability, worker's com-
pensation, health benefits, real property titles,
and personal property protection:
(c) insurance provisions for public works and other
contracts: and
(d) a safety program which shall set forth standards of
safety practice and training for all city employees.
SECTION 4: That within six months, the Safety Committee
shall submit its recommendations for said loss control program
including policies, procedures, provisions, and programs to the
the City Administrator for his approval.

SECTION 5: That the Safety Committee shall report an-
nually to the City Council the results of said loss control
program including' the cost thereof and the number and status of
all injuries, property damage, and claims appertaining thereto in
the City of Vernon.
SECTION 6: That the City Clerk of the City of Vernon
shall certify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.
