A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE
EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF
VERNON AND CURT MONSON, DBA ALL CITY MANAGE-
MENT CO., FOR SCHOOL CROSSING GUARD SERVICES
WHEREAS, the City of Vernon and Curt Monson; dba All
City Management Company (hereinafter Company),
desire to enter
into an agreement wherein Company, will provide school crossing
guard services to the City of Vernon in accordance with the City
of Vernon regulations for such guardsr and
WHEREAS, the City of Vernon will pay for this service
the sum of Nine Dollars and Ninety-five Cents ($9.95) per hour
for each hour,worked by crossing guards provided by Company, 'but
limited to the number of hours designated by Vernon for each
location; and
WHEREAS, the Chief of Police has estimated that. One
crossing guar,d with one alternate will be required for 1,104
hours per school year for a total cost of $10,983.80.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
hereby finds and determines that the recitals contained

SECTION 2: That the City Council of the City of Vernon
does hereby approve the Agreement for School Crossing Guard Serv-
ices by and betwee.n the City of Vernon and Curt Monson, dbaAl1

2 Council hereby orders said Agreement to be received and filed by
3 the City Clerk.

SECTION 3: That the City Council of the City of Vernon
hereby autborizes the Mayor of the City of Vernon to execute said
Agreement on behalf of the City of Vernon.
SECTION 4: That the City Clerk of the City of Vernon
8 shall certify to the passage of this Resolution and thereupon and
9 thereafter the same shall be in full force and effect.
10 APPROVED AND ADOPTED this 23rd day of August, 1988.

SUBJECT: School Crossing Guards Services
The attached agreements for the School Crossing Guard Services have been
reviewed by Mr. Brearley's assistant Mr. Fitzsimmons and they are ready
to be submitted for .review. and signature and resolution preparation.
This project has been underway .since April, when we discovered that we
were no longer contracted with a reliable crossing guard service. We are
anxious to get these signed, before the school session begins again in
September, so that the A11 City Management Company may begin to cover
this intersection for us.

19 mental entities. Contractor furnishes crossing guards to the
20 City of Los Angeles, Department of Transportation; and the City
21 of Huntington Park on a contractual basis; and
22 B. Contractor. desires to furnish crossing guards to
23 Vernon on a contractual- basis; and
24 C. Vernon desires to enter into an agreement with
25 Contractor for-the training and furnishing of crossing guards who
26 will perform in accordance with Vernon's regulations for such

The term of this Agreement shall be for a period

g Contractor is an independent contractor and the guards
9 to be furnished by him shall at all times be his employees and
10 not those of Vernon.
11 SECTION 3: Locations and Hours for Crossing Guards
12 Contractor shall furnish such numbers of crossing guards
13 as may be required in writing by the City Administrator so as
14 to provide. such. guards at he intersections within Vernon
15 designated in writing by him.
16 SECTION 4: Qualifications
17 Each crossing guard must complete a training session
1$ .with Contractor and successfully complete testing.
10 SECTION 5: Contractor to Provide Supervisor; Alternate
Guards

Contractor shall provide a supervisor to see that all
21
crossing guard posts are manned at the required places and times
22
and Contractor shall maintain adequate reserve personnel to
23
be able to furnish alternate crossing guards in the event any
24
person fails to report for work at the assigned post.

.SECTION 6: Equipment to be Supplied
26
All necessary equipment shall be furnish by Contractor.

2 Vernon shall pay to Contractor the sum of Nine Dollars
3 and Ninety-Five Cents (.$9.95) per hour for each hour worked by
4 Contractor's guards, but limited. to the number of hours per day
5 designated by Vernon for each location. Said payment shall be
G made upon written statement to Vernon by Contractor, approved by
7 the City. Administrator.
8 SECTION 8: City Representative
~ Vernon's representative in dealing with Contractor shall
10 be the City Administrator or such person as the City
11 Administrator may designate in writing..
12 SECTION 9: Insurance ReQuirements of Contractor
13 Contractor shall at all times provide Workers'
14 Compensation insurance covering his employees shall file
15 with the City Administrator a certificate showing said insurance
16 to be in effect during the term of this Agreement. Further,
17 Contractor shall maintain, subject to the approval of the City
18 Attorney, public liability insurance of $1,000,000.00 per
19 occurrence coverage for bodily injury and property damage and a
20 copy of the policy shall be filed with the City Administrator
21 showing said insurance to be in effect-during the term of this
22 Agreement. Said policy shall name the City of Vernon as an
23 additional-insured in respect to said coverage anal provide for
24 a 30-day notice of cancellation or material reduction of coverage.
25 Contractor's failure to furnish the certificate or policy
2G rec{uired herein shall cause this contract to be null and void.

3 number for use in connection with providing crossing guards
4 under this Agreement.
SECTION 11: Cancellation
~ Either party shall have the right to cancel this

10 Contractor shall not have the right to assign. this
11 contract to any other person or firm except with the written
12 consent of Vernon.

Company for School Crossing Guard Services as submitted by the Chief of
Police. This agreement has been reviewed by the City Attorney's office
