RESOUOTION NO. ~
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON GRANTING A CONDITIONAL USE
PERMIT TO ROLO TRANSPORTATION COMPANY
AND ITS TWO SUBSIDIARIES: ROHAN TRANSPORTATION
AND TORO TRUCKING, FOR THE OPERATION OF A TRUCK
TERMINAL AT 2300 48TH STREET
WHEREAS, Rolo Transportation Company and its
two subsidiaries: Roman Transportation and Toro Trucking
have applied for a conditional use permit to operate a
truck terminal at 2300 48th Street; and
WHEREAS. the City Council of the City of Vernon
held a hearing on said application for a conditional USe
permit on September 6. 1988; and
WHEREAS, the proposed us:e is a non confo~ming
use , whlch may be continued pursuant to Seotion 4.4.1 of
the Amended Interim Comprehensive Zoning Ordinance as
ado~t,d On Kay 17. 1988; and
WHEREAS, the prOpOsed site has been continuously
used as a truck terminal and requ~red a conditional use
permit under the Zoning Code which was in effect at the
time the application was filed; and
) WHEREAS, the proposed s~teis approximately 1.~2

acres and is of adequate size and' shape for the:1>zoopoaed
operation; and
WHEREAS, the proposed site is surrounded by in-
dustrial uses compatible with the proposed use and no ad-
verse noise, odor, dust, smoke, light or glare, or risk of

proposed operation; and
WHEREAS, the site has access to 48th Street (50
feet wide), and trucks will travel from the site to
Alameda Street or Santa Fe Avenue, using these streets to
exit the City. All three streets are of adequate size to
handle the traffic generated from the proposed operations;
and
WHEREAS, turning movements onto Santa Fe Avenue
during peak hours are.very difficult, and a traffic signal
needs to be constructed at 48th Street and Santa Fe Avenue
for safe access; and
WHEREAS, There are no conditions imposed by
State or Federal laws; and
WHEREAS, the conditions imposed on the condi-
tional use permit will adequately protect the public
health, safety and general welfare and the operation is
consistent with all applicable rules and laws of the
City of Vernon; and
WHEREAS, · the proposed use as. a continuing non-
conforming use is consistent with the proposed General
Plan and the Interim Zoning Ordinance of the City of
Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City
of Vernon hereby finds and determines that the recitals

contained hereinabove are true and correct.
$~CTION 2: That the conditional use permit to
Rolo Transportation Company and its two subsidiaries:
Roman Transportation and ToroTrucking, for the operation
of a truck terminal at 2300 48th Street be granted.
SECTION 3: In order to adequately protect the
public health, safety and general welfare the following
conditions are imposed:
a) The facility shall be operated in .accordance
with the appropriate codes, rules, regulations and permit
fees as adopted by the City of Vernon.
b) Any hazardous substances used or handled
shall have prior approval from the Vernon Fire and Health
Departments.
c) The number of employee parking spaces
required per Vernon City Code must be. provided and main-
tained.
d) The truck and trailer storage and parking
plan shall be approved by the Director of Community Serv-
ices and the Fire Chief prior to occupancy. Allparking
and loading facilities shall be paved with a hard, durable
surface material and shall be adequately drained, and kept
free of dust, mud, trash or weeds.
e) Where parking areas adjoin a publiC street
or streets, a masonry wall not less than 30 inches in

height or landscaped area a minimum of 4 feet in width.
measured from the property line. shall be established
along such full frontage, except at driveways, walkways or
where other openings are necessary.
f. Rolo Transportation Company shall fund the
construction of a traffic signal at the intersection of
48th Street and Santa Fe Avenue. including poles. signals,
controller cabinet. loops. illuminated signs. pedestrian
warning. a protected left turn from northbound Santa Fe
Avenue to westbound 48th Street. and any other necessary
apparatus. Thesisnal shall be constructed by the
City or its contractor as directed by the Director of
Community Services. Rolo Transportation shall pay for all
signal construction costs up to $60,000.00. All signal
costs exceeding $60.000.00 will be funded by the City.
SECTION 4: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and there-
upon and thereafter the same shall be in full force and
effect.
