" ' , , , I 1 2 3 4 5 RESOLUTION NO. 5549 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON REVISING REGIONAL HOUSING NEEDS ASSESSMENT OF JUNE 1988 AS IT APPLIES TO THE CITY OF VERNON AND REQUESTING THE CONCUR- RENcE OF SCAG WHEREAS, the Southern California Association of 6 Governments (SCAG) has published a Regional Housing Needs 7 Assessment for Southern California dated June 30, 1988 in 8 which it determined a Housing Needs Assessment of 7 6 units 9 for the City of Vernon: and 10 WHEREAS, the City Council conducted a public hear- 11 ing on the Housing Needs Assessment at which i t received 12 written and oral comments from the general public: and 13 WHEREAS, the City council on May 24, 1988, 14 authorized staff to hire a consultant and funded a Housing 15 Feasibility Analysis study for the City of Vernon by 16 Agajanian & Associates which was accepted by the City Council 17 on september 6, 1988; and 18 WHEREAS, the study concludes that any effort on the 19 part of the City to induce development of housing would 20 create.unnecessary hardships for potential residents and 21 create costly and inefficient housing programs for the City: 22 and 23 WHEREAS, the City's Director of Health and Environ- 24 mental Control has submitted a report on critical environmen- 25 tal concerns to be considered when evaluating Vernon's hous- 26 ing needs: and 27 WHEREAS, numerous letters were received from the 28 general public expressing concerns over: 1) noise ,. ,. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 pollution: 2) noxious odors: 3) truck and railroad traffic: 4) potential environmental hazards: 5) vibra- tions due to heavy manufacturing processes: and 6) their aggregate effect on residential development: and WHEREAS, the city has gradually developed over a period of eighty-four years land uses which are primarily industrial: and WHEREAS, Government Code Section 65584 provides that the City of Vernon may revise the determination of its share of the regional housing needs in accordance with the factors set forth therein. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SEGTION 1: The city Council of the city of Vernon hereby finds and determines that the foregoing recitals are true and correct. SECTION 2: The city Council of the City of Vernon finds and makes the following considerations in accordance with Government Code Section 65584: a. Market demand for housing: No market demand for housing has been identified and the adverse en- vironmental factors make such demand unlikely. Such adverse factors include: noise and congestion from truck traffic, trains, and industry: odors from meat processing, rendering, and manufacturing plants: air pollution and soil contamination from chemicals, oil products, and metals transported by carrier and used by industry. Employment opportunities: The emPloyment sec- tor in the City of Vernon has been provided with sufficient housing by the surrounding colt1.1l1unities. c. Availability of suitable sites and public facilities: No suitable housing sites haVe been located, and public facilities including retail stores and markets are nonexistent or at a minimum in the City of Vernon. d. Commuting patterns: The City of Vernon hasap"'" proximately five square miles of area, so that com- muting distances along city streets r'arely exceed two miles. Conunuting patterns are determined by the employees choice of housing in outside com- munities. e. Type and tenure of housing needs: Employees in the City of Vernon primarily need long-term single family homes, but the City of Vernon is not a desirable or safe location for raising children be- cause of heavy traffic, noise and possible air pol- lution and ground contamination, and because of lack of parks and playgrounds. Further impaction of lower income households: Any housing constructed in the city of Vernon would be classified as low to moderate income housing. The surrounding communities are saturated with such housing, and residential development in the City of Vernon would further impact the relatively high proportion of lower income households. SECTION 3: The City Council hereby finds that the housing needs assessment for the City of Vernon should be revised from 76 units to zero (0) units. SECTION 4: Based on the foregoing, the City of Vernon requests that SCAG re-evaluate its housing needs assessment criteria for Vernon and accept the revised housing allocation of zero (0). SECTION 5: The ci ty Clerk of the ci ty of Vernon shall certify to the passage of this Resolution and thereupon and thereafter the same shall be in full force and effect. SECTION 6: The city Clerk shall transmit a copy of this Resolution with supporting evidence and documentation to the Southern California Association of Governments and to the State of California Department of Housing and Community Development.
