RESOLUTION NO. 5612
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON ADOPTING A REPORTING AND
MONITORING PROGRAM FOR MITIGATION MEASURES
OF ENVIRONMENTAL EFFECTS
WHEREAS, the City of Vernon, California, pur-
suant to the provisions of California Planning Law
(Calif. Gov. Code Sec. 65000 et.seg.) has adopted a com-
prehensive general plan and a comprehensive zoning or-
10 dinance; and
11 WHEREAS, pursuant to the provisions and
12 requirements of the California Environmental Quality Act
13 (Calif. Public Resources Code Sec. 21000 et. seq.) and
14 State CEQA Guidelines, the City has prepared and cer~
15 tified a Final Environmental Impact Report (EIR) for
16 these projects; and
17 WHEREAS, the Final Environmental Impact Report
18 finds that the project (adoption and implementation of
19 the General Plan and Zoning Code) will result in poten-
20 tially significant impacts which can be mitigated to less
21 than significant levels, and in significant negative
22 cumulative air quality effects in conjunction with
23 regional growth and business activity which impacts are
24 unmitigable, and the proposed project has the least sig-
25 nificant negative environmental effects of the feasible
26 alternatives; and
27 WHEREAS, California Public Resources Code Sec-
28 tion 21081.6 requires the adoption of a reporting and

1 monitoring program for changes to any projects for which
2 special conditions were approved by the City in order to
3 mitigate or avoid significant environmental effects.
NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Vernon that it hereby adopts a
reporting and monitoring program and requires the
preparation of an annual report regarding changes to any
projects for which special conditions were approved in
order to mitigate or avoid significant environmental ef-
fects.
