RESOLUTION NO. 5619
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON AMENDING RESOLUTION NOS.
4150 AND 4568 IN ORDER TO INCORPORATE
AMENDMENTS TO THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT GUIDELINES THROUGH AND
INCLUDING MARCH 1, 1986

WHEREAS, the City Council of the City of Vernon by
Resolution No. 4150 on March 20, 1973, as amended by Resolution
No. 4568 on May 2, 1978, adopted the California Environmental
Quality Act (CEQA) Guidelines of the State of California; and

WHEREAS, said CEQA Guidelines have been amended several
times since their inception in 1972; and
WHEREAS, the California Resources Agency on March 1,
13
1986, revised said CEQA Guidelines; and

WHEREAS, Public Resources Code section 21082 requires
all public agencies to adopt guidelines containing objectives,
16
criteria, and procedures for the purpose of evaluating the
environmental impact of projects; and

WHEREAS, CEQA Guidelines section 15022 (d) authorizes
public agencies to adopt the State CEQA Guidelines as their own
through incorporation by reference.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does

hereby determine that the recitals provided for hereinabove are
25
true and correct.

SECTION 2: The City Council of the City of Vernon does
hereby determine and provide that all amendments to the State

Environmental Impact Report Guidelines adopted by the state
Resources Agency, including those amendments adopted as of March
1, 1986, are necessary amendments to the Vernon city guidelines
for administering its responsibilities under the California
Environmental Quality Act and to protect the environment of the
City of Vernon.

SECTION 3: The City Council of the City of Vernon does
hereby adopt and incorporate by reference for all purposes as if
set forth in full all amendments to the state Guidelines adopted

by the Public Resources Agency of the State of California as of
March 1, 1986.

SECTION 4: All resolutions or portions thereof in
conflict with the provisions set forth hereinabove are hereby

repealed; however, this resolution is intended as an amendment
to Resolution Nos. 4150 and 4568 and should be interpreted in
conformance thereto.
SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 16th day of May, 1989.
