Resolution No. 5637 " 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 RESOLUTION NO. 5637 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON URGING THE FEDERAL GOVERNMENT TO REALLOCATE MORE FEDERAL RESOURCES FOR ANTI-DRUG INVESTIGATION AND DRUG ENFORCEMENT IN LOS ANGELES COUNTY AND TO EXPEDITE THE IMPLEMENTATION OF THE ANTI-DRUG ABUSE ACT OF 1988 WHEREAS, the Board of Supervisors of Los Angeles County has requested the City Council's assistance in urging the President, the Los Angeles County Congressmen, and the Office of National Drug Control Policy to allocate more federal resources for Los Angeles County's war on drugs; and WHEREAS, Los Angeles County has become a major drug importation and transshipment center for the united States with massive amounts of cocaine and heroin flowing into the area; and WHEREAS, the dramatic rise in drug trafficking and abuse within the County has severely overburdened our justice and health care systems as evidenced by the growing number of arrests, drug seizures, emergency room episodes and deaths; and WHEREAS, conservative estimates show that a large 19 percentage of the cocaine entering the united States is being 20 shipped through Los Angeles County; and 21 22 23 24 25 26 27 28 WHEREAS, Los Angeles County receives a dispropor- tionately low allocation of federal resources for drug enforce- mente NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the city of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. I; , 1 2 3 4 5 6 7 8 SECTION 2: The City Council of the City of Vernon urges the federal government to: 1. Reallocate resources, including personnel, technol- ogy and funding, available to federal anti-drug en- forcement agencies to those areas of highest drug abuse and trafficking activity, particularly to those federal agency offices working in the Los Angeles County area. 9 2. Expedite implementation of the Anti-Drug Abuse Act 10 11 12 of 1988, targeting resources made available under the Act to those areas which have demonstrated the greatest need, including Los Angeles County, to assist with local law enforcement health care, 13 14 15 16 17 18 19 20 21 22 23 prevention and education efforts. SECTION 3: The City Council of the City of Vernon hereby instructs the City Administrator/City Clerk to send a copy of this Resolution to the President, the Los Angeles County Congressional Delegation and Dr. William Bennett, Director of the Office of National Drug Control Policy. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect.
