Resolution No. 5664 1 RESOLUTION NO. 5664 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH TWINING & ASSOCIATIONS, INC. TO PROVIDE QUALITY CONTROL INSPECTION OF THE WELDING AND INTERIOR COATING OF RESERVOIR NO. 3 - 3 (CONTRACT NO. 496) 4 5 6 WHEREAS, the City Council of the City of Vernon adopted 7 Resolution No. 5628 approving Contract No. 496; and 8 WHEREAS, the city Council of the City of Vernon adopted Resolution No. 5654 on August 8, 1989, accepting the bid of 9 10 11 Advance Tank & Construction Company for the rehabilitation of Reservoir 3-3 at Fire station #1; and 12 13 WHEREAS, the State Health Department requirements call for special care to insure use of proper materials and 14 application for facilities used for potable water; and 15 16 WHEREAS, the City of Vernon does not have trained staff or equipment to insure compliance with the State Health 17 Department requirements; and 18 WHEREAS, by letter dated August 17, 1989, Bruce V. 19 Malkenhorst, city Administrator/City Clerk, indicated that the Director of Water and Power has recommended that the services of 20 21 Twining & Associates, Inc. be engaged to provide quality control 22 inspection of the welding and interior coating of Reservoir No. 23 3-3, which will be done under City of Vernon Contract No. 496 at 24 a cost not to exceed $15,000. 25 26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: 27 28 SECTION 1: The City Council of the city of Vernon hereby finds and determines that the recitals contained ,. ... 1 hereinabove are true and correct. 2 SECTION 2: The city Council of the City of Vernon 3 4 hereby approves the Agreement, a copy of which has been presented to the City Council concurrently with this resolution and the City Council hereby orders said Agreement to be received 5 6 and filed by the City Clerk. 7 The City Council of the City of Vernon SECTION 3: 8 hereby authorizes the Mayor and the City Clerk to execute said 9 Agreement for, and on behalf of, the City of Vernon. 10 11 12 13 14 SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect. IF THE COATING DOES DEFORM, THE TESTING SHOOED BE POSTPONED UNTIL THE FOLLOWING DAY OR UNTIL THE COATING IS FIRM ENOUGH TO PREVENT DEFORMATION BY THE GAUGE. 3) AGAIN, WORK ON 3' CENTERS UNTIL YOU DETERMINE DEFICIENT READINGS WARRANT MORE TESTS TO TRULY INDICATE THE' THICKNESS OF THE AREA. YOU ARE PERMITTED TO TEST AS • FREQUENTLY AS Y00 DEEM NECESSARY TO ACCURATELY DETERMINE PAGE 4 THE THICKNESS, REGARDLESS OF WHAT THE CONTRACTOR MAY - SAY. IF YOU ARE FINDING WIDESPREAD DEFICIENCIES, IT MIGHT BE WISE TO CONFER WITH THE CONTRACTOR TO DETERMINE IF THEY WANT YOU TO CONTINUE OR IF THEY PREFER YOU TO PROCEED AFTER THEY APPLY ADDITIONAL MATERIAL. 4) AFTER COMPLETION OF THE TESTING AND AFTER THE CONTRACTOR HAS RECOATED ALL OF THE DEFICIENT AREAS, Y00 ARE TO AGAIN PERFORM TESTS ON THE RECOATED AREAS AND THE PROCEDURE REPEATED UNTIL THE MINIMUM DRY FILM THICKNESS I S OBTAINED . 5) WE SUGGEST YOU UTILIZE A FELT TIP MARKER ON SURFACES OTHER THAN BLACK COATINGS AND SPRAY PAINT COMPATIBLE WITH-THE COATING ON THE BLACK SURFACES. IF IN DOUBT, CHECK WITH THE MANUFAC'T'ORER TO DETERMINE HIS RECOMMENDED PRACTICE. B. HOLIDAY DETECTION: 1) AFTER COMPLETION OF DRY FILM THICKNESS TESTING, ALL SURFACES SHOOED THEN BE HOLIDAY DETECTED, UTILIZING THE LOW VOLTAGE DETECTOR FOR THICKNESSES IN THE 20 MILS - RANGE OR LESS AND THE HIGH VOLTAGE SPARK DETECTOR AS SPECIFIED FOR GREATER THICKNESSES. 2) IT IS ESSENTIAL YOU INSURE THE GROUND IS ATTACHED IN A FIRM MANNER TO THE STRUC'ffORE BEING DETECTED. IT IS NOT UNUSUAL FOR ONE OF THE CONTRACTOR'S PERSONNEL TO DISCONNECT THE GROUND WIRE, SO YOU MUST BE EXCEPTIONALLY ALERT TO ASCERTAIN THIS IS NOT OCCURRING ON YOOR PROJECT. CONSTAN'T'LY TEST THE UNIT ON A KNOWN BARE AREA TO INSURE THE SYSTEM IS WORKING. 3) FOR THE WET SPONGE DETECTOR, MAKE CERTAIN Y00 HAVE ADDED KODAK PHOTO-FLO OR SOME OTHER WETTING AGENT TO THE WATER TO ASSIST IN FLOW. THOROUGHLY IMMERSE THE SPONGE IN THE LIQUID AND REMOVE SOME OF THE WATER BY SHAKING OR WRINGING, TO INSURE A WET SPONGE, BUT NOT TO THE DEGREE WHERE THE WATER CAN RUN DOWN THE STRUC'T'ORE TO A BARE AREA, THEREBY CREATING A FALSE HOLIDAY. YOU HAVE PROBABLY DETERMINED THE DEGREE OF WETNESS NEEDED, BUT WE DO NEED TO BE ALERT TO THE FACT THE SPONGE MUST BE WET ENOUGH TO ALLOW PENETRATION. ADDITIONALLY, MOVE THE SPONGE AT A RATE ACROSS THE SORFACE WHICH ALLOWS THE MOISTORE SOFFICIENT TIME TO PENETRATE POTENTIAL HOLIDAY AREAS. THIS WOULD INCLUDE THE UNDERSIDE OF THE MANHOLE, THE UNDERSIDE OF PIPE, BACKSIDE OF LADDERS, ETC. 7. WARRANTY INSPECTION (OPTIONAL) - MEET WITH OWNER AND CONTRACTOR ELEVEN MONTHS AFTER COMPLETION OF PROJECT TO PERFORM WARRANTY INSPECTION AND PREPARE SPECIFICATION FOR REMEDIAL WORK. A. VISUALLY INSPECT RESERVOIR TO DETERMINE DEFECTIVE AREAS, IF ANY. B. PREPARE REPORT ON DEFECTIVE AREAS, NOTING REMEDIAL WORK REQOIRED. INSPECTION WOULD BE PERFORMED BY INSPECTORS HAVING EXTENSIVE BACKGROUND IN THE PAINT AND COATINGS INDUSTRY. EACH PROVIDES A COMBINATION OF FIELD AND ADMINISTRATIVE EXPERIENCE TO ENABLE HIM TO TOTALLY FUNCTION REGARDING PHYSICAL INSPECTION, INTERPRETATION OF SPECIFICATIONS, COMMU- NICATION SKILLS AND RECORDING OF EVENTS. SERVICES OF AN INSPECTION COORDINATOR OR A REGISTERED CORROSION ENGI- NEER WOOLD BE IN A SUPERVISORY, LIAISON AND REPORTING CAPACITY AS REQOIRED. COMPENSATION FOR SERVICES WOULD BE BASED ON THE ATTACHED "TERMS AND SCHEDULE OF FEES AND CHARGES." COST OF INSPECTION SERVICES FOR THE PROJECT ARE DIFFICULT TO ESTIMATE PRIOR TO RECEIPT OF SPECIFIC WORK SCHEDULE FROM CONTRACTOR AS CONTRAC- TOR'S SCHEDULE DICTATES LENGTH OF INSPECTION TIME. FOR PURPOSES OF BUDGETING FUNDS FOR FIELD INSPECTION, THE FOLLOWING PROJECTIONS ARE OFFERED PAGE 6 1. WELDING INSPECTION TWINING AND ASSOCIATES WILL PROVIDE AWS CERTIFIED WELDING INSPECTOR TO PERFORM ALL WELDING INSPECTION IN ACCORDANCE WITH CONTRACT SPECIFICATIONS, PLANS AND DRAWINGS AND REFERENCRD STANDASDS. COST OF SERVICES SHALL BE BASED ON THE ATTACHED "SCHEDULE OF CHARGES AND FEES". WITHOUT A CONTRACTOR SCHEDULE OF WORK AS PERTAINS TO WELDING NO ESTIMATE OF COST OTHER THAN HOURLY RATES CAN BE MADE. 2. INTERIOR RECOATING COST OF FIELD INSPECTION FOR A PROJECT DURATION OF 5-1/2 TO 6 WEEKS WITH CONTRACTOR CREW AND INSPECTOR WORKING 8 HOURS PER DAY, 5 DAYS PER WEEK, MONDAY-FRIDAY, COST OF INSPECTION WOULD BE APPROXIMATELY $9,425 TO $10,475, BASED ON STANDARD PRACTICE OF UTILIZING 1 NOZZLE FOR BLAST CLEANING OPERATIONS AND 1 SPRAY GUN FOR PAINTING OPERATIONS. SHOULD CREW OR EQUIPMENT STRENGTH AND PRODUCTION RATES VARY, THESE PROCESSES COULD INCREASE OR DECREASE COMPLETION TIME REQUIRED, CAUSING COSTS FOR FIELD INSPECTION SERVICES TO FLUC'ffOATE ACCORDINGLY. AS PREVIOUSLY NOTED, INSPECTION TIME REQOIREMSNTS ARE SUBJECT TO THE CONTRACTOR'S WORK SCHEDULE AND ADHERENCE TO KNOWN INDUSTRY PRODUCTION AVERAGES. THIS ESTIMATE IS BASED ON RECENT EXPERIENCE WITH PROJECTS OF SIMILAR DESCRIPTION AND INDUSTRY PRODUCTION AVERAGES USED BY CONTRACTORS TO ESTIMATE AND BID SIMILAR PROJECTS. THIS ESTIMATE DOES NOT INCLUDE ALLOWANCES FOR: 1. CONTRACTOR DELAYS DUE TO EQUIPMENT FAILURE, LACK OF EQOIPMENT OR MATERIAL, FAILURE TO REPORT FOR WORK WITHOUT NOTICE, OR ANY .OTHER DELAY OF CONTRACTOR RESPONSIBILITY. 2.
