"~ , 1;J . 1 RESOLUTION NO. 5669 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, FUNCTIONING AS THE PLANNING AGENCY OF THE CITY OF VERNON, SELECTING THE BOUNDARIES OF THE INDUSTRIAL REDEVELOPMENT PROJECT AND FORMULATING, APPROVING AND ADOPTING A PRELIMINARY PLAN FOR THE REDEVELOPMENT OF THE PROJECT AREA 3 4 5 6 WHEREAS, the City Council of the City of Vernon by 7 Resolution No. 5667 designated a redevelopment survey area within the City of Vernon; and 8 9 10 11 12 13 WHEREAS, Section 33322 of the California Community Redevelopment Law (Health & Safety Code, sections 33000, et seq.) provides for the planning commission of the City of Vernon to a redevelopment proj ect area from within the select boundaries of the survey area, and to formulate a preliminary 14 plan for the redevelopment of the selected project area; and 15 16 WHEREAS, section 33008 of the Community Redevelopment Law defines the "planning commission" as used therein as the 17 planning agency for the city established pursuant to law or l8 19 charter; and WHEREAS, the City Council as authorized by section 65100 of the California Government Code has established itself 20 21 as the planning agency of the city of Vernon. 22 23 24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: This resolution is adopted by the City 25 26 Council functioning as the planning agency of the City of Vernon. 27 28 , ' . t f.~ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 2: The city Council hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 3: The city Council hereby selects the Industrial Redevelopment project area from within the boundaries of the designated redevelopment survey area, and hereby establishes as the boundaries therefor the area shown on the "Project Area Map" attached to the Preliminary Plan as Exhibit 1 and described on the "Description of Project Area Boundaries" attached to the Preliminary Plan as Exhibit 2. The Executive Director is hereby authorized to make such technical and conforming corrections to said Map and Description as may be required for filing with the appropriate governmental agencies. SECTION 4: The city council hereby approves and adopts the Preliminary Plan formulated for the redevelopment of the selected Project area, which Preliminary PIan is attached hereto and incorporated herein as Exhibit "A". SECTION 5: The Director of Community services is hereby authorized and directed to submit the Preliminary Plan to the Redevelopment Agency of the City of Vernon. SECTION 6: The City Clerk of the city of Vernon shall certify to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect. -2- 1 2 ,- . ... INTRODUCTION This Preliminary PIan is formulated by the City Council of the City of Vernon functioning as the planning agency of the City of Vernon (and planning commission under the California Community Redevelopment Law, Health & Safety Code, Sections 33000, et ~) . The Preliminary PIan conforms to the requirements of section 33324 of the Community Redevelopment Law. II. DESCRIPTION OF THE BOUNDARIES OF THE PROJECT AREA The boundaries of the Industrial Redevelopment Project area (the "Project Area") are as shown on the "Project Area Map" attached hereto as Exhibit 1 and shown in large scale on the original of said Project Area Map on file in the office of the Director of Community Services of the City of Vernon. The boundaries are described in the "Description of Project Area Boundaries" attached hereto as Exhibit 2. III. GENERAL STATEMENT OF PROPOSED LAND USES As a basis for the redevelopment of the Project Area, it is proposed that, in general, the land uses in the Project Area be as described below. 1 EXHIBIT - .- The principal land use objective is to preserve manufacturing as the primary land use. There are four categories of land use proposed for the Project Area: 1. General industrial. 2. Heavy industrial. 3. Commercial industrial. 4. Public facilities. The largest part of the Project Area is planned for general industrial use. This includes principal1y manufacturing, assembling and wholesaling uses. Heavy industry is to be concentrated mainly in that part of the Project Area north of tbe Los Angeles River. Commercialjindustrial uses with businesses which serve the primary industrial uses are proposed to be located mostly along Santa Fe Avenue. The facilitiesj institutional area is for government buildings, utilities, educational and open space facilities. There is not proposed to be any increase in the relatively few residential dwellings in the proj ect Area and they will remain only incidental to the industrial uses. certain specialized uses which have a significant effect on adjacent uses such as slaughtering, rendering, fertilizer production, junkyards, waste disposal and recycling facilities, and the like wil1 be permitted in limited areas under appropriate restrictions. 2 EXHIBIT ..... - .- IV. GENERAL STATEMENT OF LAYOUT OF PRINCIPAL STREETS As a basis for the redevelopment of the Project Area, it is proposed that, in general, the layout of principal streets be as shown on the project Area Map, including: 1. V. GENERAL STATEMENT OF PROPOSED POPULATION DENSITIES There are fewer than 20 scattered dwelling units in the Project Area. They are occupied predominantly by caretakers of businesses and public safety personnel of the city. For the few dwelling units in the project Area, maximum densities are one unit for 5;000 square feet for sinqle units and one unit for 4,000 square feet for mul tiple units. Population is 2.5 people per dwellinq unit. The Project Area is not suitable for housing and additional housing is not planned. VI. GENERAL STATEMENT OF PROPOSED BUILDING INTENSITIES The general industrial and heavy industrial parts of the proj ect Area may have buildinqs on parcels with a Floor Area Ratio of up to 2.0:1.0. Parking structures meetinq City requirements would be in addition to this buildinq area. The 4 EXHIBIT .. permitted Floor Area Ratio in the commercial/industrial area is 4.0:1.0. VII. GENERAL STATEMENT OF PROPOSED BUILDING STANDARDS As a basis for the redevelopment of the Project Area, it is proposed that building standards conform to the building requirements of applicable State and federal statutes and regulations and local codes and regulations. VIII. ATTAINMENT OF THE PURPOSES OF THE CALIFORNIA COMMUNITY REDEVELOPMENT LAW The purposes of the California Community Redevelopment Law would be attained by the proposed redevelopment through: 1. Alteration, improvement, modernization, reconstruction and rehabilitation of existing obsolete and/or deteriorated industrial sites and buildings, including unreinforced buildings; 2 . Assembly of land into parcels suitable for modern industrial development with proper offstreet parking, loading, storage and vehicular and pedestrian circulation: 5 EXHIBIT ~ii' 3. Elimination of buildings and uses for recycling of land where economics do not support the investment to upgrade deteriorated, dilapidated, or obsolete facilities; 4. Amelioration of hazardous substances and hazardous waste conditions at industrial plants and transportation facilities which necessitate extraordinary coordination and costs for the protection of the public health and safety; 5. Participation of existing owners and tenants in the revitalization and redevelopment of properties; 6. Replanning, redesign and reconfiguration of unsafe and inefficient freeway, street and railroad intersections (including grade separations) where necessary to provide adequate vehicular access for trucks, trains and automobiles to and from the properties they serve and through traffic; 7. Consolidation of rail spurs and lines and reuse of right-of-way areas for productive activities; 6 EXHIBIT 8. Replanning, redesign and upgrading of inadequate sewer, water and drainage facilities in connection with remedying obsolete site conditions; 9. Elimination or relocation of inappropriate land uses which are detrimental to the circulation system of the City andlor adjacent uses: 10. Amelioration of traffic congestion due to narrow streets, heavy truck traffic (with oversized vehicles), inadequate off-street loading and parking, and buildings located on property lines which limit street widening and/or reconfiguration of uses on the site. The City of Vernon has been an employment center for the cities which surround it. Employment in the City of Vernon has fallen from 52,900 in 1980 to 40,600 in 1988. This loss of jobs can be substantial1y attributed to an industrial environment in the City, and more particularly in the proj ect Area, which is less and less conducive to the needs of modern industry, less competitive with other locations in the metropolitan area and outside of it, and therefore, unable to keep many enterprises from cutting back or leaving entirely. This has resul ted in a prevalence of underuti1ized and deteriorating properties and shifting incompatible land uses with which the infrastructure of 7 EXHIBIT ---- 1 M the City is not able to cope. The state Legislature has declared that a fundamental purpose of redevelopment is "to expand employment opportunities for jobless, underemployed, and low- income persons." The City intends to address the deleterious conditions referred to above through redevelopment. IX. CONFORMANCE TO THE GENERAL PLAN An updated General Plan for the City of Vernon was adopted by the City Council of the City of Vernon by Resolution No. 5609 on April 18, 1989. The General PIan identified the employment objectives of the City, specified the land use mix and distribution which could achieve it, identified generally the blighting conditions in the City which would hinder attainment of the City's objectives if not ameliorated, and proposed redevelopment as a too 1 to solve some of the most difficult problems. The land uses, circulation facilities and other elements of infrastructure, which will be the basis for redevelopment in the Project Area, are consistent with those provided for in the General PIan. X. GENERAL IMPACT OF THE PROJECT UPON THE "RESIDENTS AND SURROUNDING NEIGHBORHOOD There are very few residents within the Project Area and no increase is proposed. Nor are there a significant number of 8 EXHIBIT - " residents in the City outside of the Project Area. There are some residents in adjacent cities who live near industrial facilities within the Project Area. There is not proposed to be any displacement of residents in the proj ect Area (or adj acent areas) as a result of the redevelopment, although isolated cases incidental to the industrial redevelopment may occur. The Project Area and the City of Vernon as a whole are proposed to remain industrial. The small number of affected residents are living in the Project Area and adjacent parts of the City for specialized purposes and will continue to be affected by the industrial environment including traffic of trains and trucks, hazardous materials and environmental pollution, noise and vibration, an industrial type visual environment, and public facilities and services primarily intended for industrial rather than residential users. The Project Area is designed to provide increased opportunities for jobs and income which will be most convenient to residents in nearby cities. Environmental impacts and ways to mitigate them will be considered during the environmental review process for the proposed Project Area. f:\cg\ver\prelim 9 EXHIBIT .,-~...,... .,.
