Resolution No. 5683 .' fr' .. .. .. , " . 1 2 RESOLUTION NO. 5683 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON SUPERSEDING RESOLUTION NO. 5381. AND ESTABLISHING THE RATES FOR BUSINESS LICENSE TAXES AND RELATED FEES AND DEPOSITS PURSUANT TO CHAPTER 15 OF THE VERNON CITY CODE. 4 5 6 WHEREAS, the city council of the city of Vernon adopted Ordinance No. 931 on November 2, 1982, which provided that business license fees shall be set by resolution; and 7 8 9 WHEREAS, the City Council of the city of Vernon adopted 10 943 on December 6, 1983, which provided that a Ordinance No. 11 business license fee per rental unit for mini storage warehouses 12 be set by reSOlution; and 13 WHEREAS, said ordinances have been incorporated in 14 Chapter 15 of the Code of the City of Vernon; and WHEREAS, the City council has established business 15 l6 license fees pursuant to Resolution No. 4956, adopted on 17 December 2, 1982, as amended by Resolutions No. 5072, (December 18 20, 1983); and No. 5381 (April 28, 1987). 19 WHEREAS, the cost of living and general prices have 20 21 increased due to inflation; and WHEREAS, the fees established herein reflect the 22 previous fees adjusted for the rate of inflation occurring 23 during the intervening time period. 24 25 26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: That the City Council of the City of Vernon 27 28 hereby finds and determines that the recitals contained hereinabove are true and correct. , . . , 1 SECTION 2: Business License Fees (V.C.C. SECTION 4: Central station Industrial Protective Service (V.C.C. Sec. 15.28). Every person conducting a central station protective signalling system shall pay the following fees: (a) The applicant shall pay a minimum license fee of $300.00 per annum at the time of application for or renewal of the license. (b) The licensee shall pay to the City of Vernon two percent (2%) of the gross receipts of business arising from licensee's operations conducted in the City of Vernon, less the minimum previously paid. SECTION 5: License Fees for Peddlers (V.C.C. Sec. 15.30). (a) Every peddler shall pay a minimum fee of $175.00 per year, or portion thereof; (b) Every peddler who calls attention to his wares, or advertises the same by use of music, entertainment, speech, fancy or grotesque dress, or otherwise, upon any public street, alley or other public place, doorway of any room or building, unenclosed or vacant lot or parcel of land within the City of Vernon, shall pay $500.00 per year, or any portion thereof. (c) Every catering vehicle engaged in the preparation and sale of hot food and drink items from said vehicle shall pay 4 . '., .. . , 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 a fee of $180.00 per year; (d) Every catering vehicle engaged in the preparation and sale of cold food and drink items only from said vehicle, shall pay a fee of $140.00 per year; (e) catering vehicles not otherwise licensed, operating in the City of Vernon to serve an auction or other special event, shall pay a fee of $35.00 per day for each day or portion thereof for said operation; SECTION 6: Motion Picture Production (V.C.C. Sec. 15.31). Every person engaged in motion picture production without a fixed place of business in the city of Vernon shall pay a fee of $150.00 per day. SECTION 7: Selling Fruits and Vegetables (V.C.C. Sec. 15.32). Every person selling fruits and vegetables from a vehicle shall pay a fee of $150.00 per year, or portion thereof. SECTION 8: (V.C.C. Sec. 15.33) Dealers in Junk, Metal, Rags, Paper, Etc. (a) Every person carrying on the business commonly known as junk or scrap metal dealer shall pay a fee of $1,200.00 per year; (b) A secondhand rag or paper dealer shall pay a fee of $750.00 per year; (c) A secondhand pipe dealer shall pay the sum of $1,200.00 per year. SECTION 9: Shows, Circuses, Rodeos and Other 5 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Amusements (V.C.C. Sec. 15.35). Every person engaged in the business of conducting a show, circus, rodeo, or other type of amusement shall pay the following fees: (a) $150.00 per day for such show, circus, rodeo, or other type of amusement; and (b) $100.00 per day for each sideshow for which an admission fee is charged, and which is operated as a side attraction to a show, circus, rodeo, or other type of amusement licensed under subparagraph (a) above. SECTION 10: Permit for Moving Structures (V.C.C. Sec. 15.42). The sum of $200.00 shall be deposited with the City Clerk, payable to the City of Vernon, for each and every structure to be moved and a permit fee of $100.00 shall be paid for each structure moved into, in, or through the City of Vernon. SECTION 11: Used Car and Automobile Dealers Bond (V.C.C. Sec. 15.44). The applicant for a used car or automobile dealership shall file with the City Clerk along with the application, a bond for $5,000.00 executed on behalf of the City of Vernon by a duly authorized surety corporation subj ect to approval by the City Attorney. SECTION 12: Junk, Secondhand Metal, Rags, Paper, or Secondhand Steel, Pipe and Fittings Dealers' Bond (V.C.C. Sec. 15.45). 6 f. f..'.. ~" 1 2 The applicant for a junk, secondhand metal, rags, paper, or secondhand steel, pipe and fittings dealership shall file with the city Clerk along with the application, a bond for $5,000.00 executed on behalf of the City of Vernon by a duly authorized surety corporation subject to approval by the City Attorney. 3 4 5 6 7 SECTION 13: In addition to the foregoing, the licensee or permitee shall pay all other necessary fees or deposits which may be required by other ordinances or resolutions of the City 8 9 10 of Vernon or applicable state laws in effect. 11 12 13 14 15 16 SECTION 14: The fees provided for herein shall be effective January 1, 1990. All other resolutions in conflict with this resolution are hereby repealed and Resolution No. 5381 is specifically superseded and declared void. SECTION 15: The City Clerk of the City of Vernon shall certify to the passage of this resolution and thereupon and 17 18 thereafter the same shall be in full force and effect.
