Resolution No. 5727 1 RESOLUTION NO. 5727 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING SECTIONS 17 AND 18 AND EXHIBIT "A", SCHEDULE II, PAGES 1, 4, 5, 10 AND 15, OF RESOLUTION NO. 5641, WHICH FIXED THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AND AUTHORI ZED CERTAIN EXPENSE ALLOWANCES 3 4 5 6 WHEREAS, Resolution No. 5641 was adopted by the City 7 Council of the City of Vernon on June 27, 1989, to be effective 8 on July 1, 1989; and 9 WHEREAS, Resolution No. 5641 was previously amended by 10 11 Resolution No. 5661, adopted by the City Council on August 22, 5682, adopted by the City Council on 1989 and Resolution No. 12 13 14 October 17, 1989; and WHEREAS, the City Council of the City of Vernon desires to modify the duties performed by the Director of Water and 15 16 17 Power and the Director of community Services in respect to the water operations; and WHEREAS, the city Council of the City of Vernon intends 18 to increase the salary of the Director of Community Services, 19 the Director of Environmental Health and the Chief Deputy 20 21 22 Director of Environmental Health; and WHEREAS, the City Council on February 20, 1990, approved the modification of duties of the Director of Water and 23 Power and the Director of Community Services and the appropriate 24 25 26 salary increases; and WHEREAS, the City Council intends to create the position of Secretary in the Light and Power Department due to 27 28 modifications made herein; and WHEREAS, Exhibit "A", Schedule II, pages 1, 4, 5, 10 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 and 15 of Resolution No. 5641 provides for the positions and salary scale of certain personnel in the Department of community Services, the Water Department and City Administrator/City Clerk Department. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: That Exhibit "A", Schedule II, page 1 of Resolution No. 5641 is hereby amended to add the duties of the water operation except for dispatching and bill collection to the Community Services Department as indicated on the amended page 1 of Exhibit "A", Schedule II, which is attached hereto as Attachment "A" and made a part hereof. SECTION 3: That Exhibit "A", Schedule II, pages 4 and 5 of Resolution No. 5641, are hereby amended to eliminate the positions of Director of Water & Power and Secretary in the Water Department and to establish a Water Department within the Community Services Department as indicated on the amended pages 4 and 5 of Exhibit "A", Schedule II, which is attached hereto as Attachment "B" and made a part hereof. SECTION 4: That Exhibit "A", Schedule II, page 10 of Resolution No. 5641, is hereby amended to create the position of Secretary in the Light and Power Department as indicated on the amended page 10 of Exhibit "A", Schedule II, which is attached hereto as Attachment "C" and made a part hereof. -2- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 5: That Exhibit "A", Schedule II, page 15 of Resolution No. 5641, is hereby amended to change the salary of Director of Environmental Health and Chief Deputy Director of Environmental Health in the City Administrator/Ci ty Clerk Department with the appropriate salary scale for the said position as indicated on the amended page 15 of Exhibit "A", Schedule II, which is attached hereto as Attachment "D" and made a part hereof. SECTION 6: Section 17 of Resolution No. 5641 shall be amended to read as follows: SECTION 17: WATER DEPARTMENT WITHIN THE COMMUNITY SERVICES DEPARTMENT: (a) Each civil Engineer must possess a valid Certificate of Registration as a civil Engineer, which document is issued by the California State Board for civil and Professional Engineers. (b) In addition to said salaries as set forth in Schedule II, Exhibit "A", certain individuals serving in specified classifications shall receive, when using their own motor vehicle in the service of the City, an additional sum per month as provided for in Schedule III. (c) The City shall not be responsible for repairs or any additional costs for upkeep, fuel, lubrication, replacement in whole or in part, or other expenses in connection with any such vehicle beyond the respective amounts set forth in Schedule III. (d) All personnel in the Water Department required to -3- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 work hours in addition to those regularly established for their respective job classifications, shall be paid for such additional work at their assigned hourly rate. (e) The Chief Water and Power Dispatcher, Senior Water and Power Dispatcher and Water and Power Dispatchers I and II shall serve as Dispatchers in the Water Department and the compensation for said positions is included in the compensation established for the positions in the Light and Power Department, Schedule II, Exhibit "A". SECTION 7: section 18 of Resolution No. 5641 shall be amended to read as follows: SECTION 18: LIGHT AND POWER DEPARTMENT: (a) The compensation for the following positions are included in the compensation established for said position in the City Administratorl City Clerk Department, Schedule II, Exhibit "A". (1) CHIEF EXECUTIVE OFFICER--the city AdministratorlCity Clerk shall serve as the Chief Executive Officer in the Light and Power Department; (2) ACCOUNTANT--the Accountant in the City Administratorlcity Clerk Department shall also serve as the Accountant in the Light and Power Department; (3) SENIOR UTILITY CLERK--the Senior Utility Clerk in the City AdministratorlCity Clerk Department shall also serve as the Senior Utility Clerk in the Light and Power Department; (4) UTILITY CLERK--the utility Clerk in the City Administratorlcity Clerk Department shall also serve as the -4- 1 utility Clerk in the Light and Power Department. 2 (b) The compensation for the following position is 3 included in the compensation established for said position in 4 the Department of Community Services, Schedule II, Exhibit "A": 5 6 (1) ENGINEERING AIDE III--the Engineering Aide III in the Department of Community Services shall serve as the 7 Engineering Aide III in the Light and Power Department. (c) The City Council has established an experimental 8 9 program to study the operation of the Diesel Plant as part of an overall evaluation of the Light and Power Department. 10 11 12 Therefore, the positions of Chief Diesel Operator and Diesel Operators I-V are experimental only and are established herein 13 for the purpose of conducting the experimental study of operating the Diesel Plant. 14 15 16 SECTION 8: That in all other respects Resolution No. 5641, as amended by Resolution Nos. 5661 and 5682, shall remain in full force and effect and the provisions in Resolution Nos. 5641, 5661 and 5682 not consistent with or in conflict with this 17 18 19 Resolution are hereby repealed. 20 21 SECTION 9: The City Clerk of the City of Vernon shall certify to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect. 22 23 24 25 26 27 28 APPROVED AND ADOPTED this 6th day of March, 1990. ~~~r A/L/~~ BRUCE V.
