A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON APPROVING AND AUTHORIZING
THE EXECUTION OF AN INTERRUPTIBLE GAS SALE
AND PURCHASE AGREEMENT BY AND BETWEEN THE
CITY OF VERNON AND MOCK RESOURCES, INC.
PROVIDING FOR GAS PURCHASES

WHEREAS, the City Council by Resolution No. 5751 has
7 approved a Contract for Gas Service with the Southern California
8 Gas Company ("SoCalGas") providing for the sale and
9 transportation of gas purchased from other suppliers, for
10 electric generation produced by the two gas turbines installed
11 at the Vernon Diesel Plant; and
12 WHEREAS, the City of Vernon has been negotiating with
13 gas brokers to provide for the purchase of gas which may be
14 transported partially by others and partially by SoCalGas; and
15
WHEREAS, the City of Vernon desires to enter into an
16 Interruptible Gas Sale and Purchase Agreement with Mock
17 Resources, Inc. to provide the terms and conditions for the sale
18 and purchase of natural gas which would displace natural gas
19 that would otherwise be sold by SoCalGas from Mock Resources,
20 Inc. to be purchased by the City of Vernon at the delivery
21 point.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
23 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon
25 hereby finds and determines that the recitals contained
26 hereinabove are true and correct.

SECTION 2: The City Council of the City of Vernon
28 hereby approves the Interruptible Gas Sale and Purchase

Agreement, a copy of which has been presented to the City
Council concurrently with this resolution and the city Council
hereby orders said Agreement to be received and filed by the
City Clerk.

SECTION 3:
The City Council of the City of Vernon
hereby authorizes the Mayor and the City Clerk to execute said
Agreement for, and on behalf of, the City of Vernon.

SECTION 4:
The City Council hereby delegates to the

City Administrator or, in his absence, the Director of Light and
Power, the authority to execute purchase orders for natural gas
with other third party sellers in order to reduce the cost of
fuel for the operation of Vernon's electric generation
equipment.
SECTION 5: The city Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
