Resolution No. 5763 r ... . .' 1 2 3 4 5 RESOLUTION NO. 5763 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON URGING ITS WATER SERVICE AREA CUSTOMERS TO REDUCE DEMANDS BY 10 PERCENT TO MITIGATE THE EFFECTS OF THE 1990 CALIFORNIA DROUGHT WHEREAS, California is in the fourth consecutive year 6 of below-normal precipitation; 7 WHEREAS, precipitation for the current water year 8 has been substantially below normal in the watersheds of the 9 imported supplies serving Southern California; 10 WHEREAS, during the drought of 1988 Southern 11 California reduced demands an additional 8 percent from what 12 they would ordinarily have been; 13 WHEREAS, the drought of 1990 appears to be more severe 14 than the drought of 1988; 15 WHEREAS, The Metropolitan Water District of Southern 16 California Board of Directors has urged all cities, counties 17 and other local entities to adopt conservation measures to 18 mitigate the effects of the continuing drought; and 19 WHEREAS, there is a need to reduce total demands on 20 all water customers within the City of Vernon Service area by . 21 10 percent in 1990 as compared to 1989; to limit the potential 22 for shortages for this year and even more severe shortages next 23 year; and to discourage the following activities during this 24 period of voluntary conservation: 25 1. Use of a hose to wash walkways, driveways, parking 26 areas, and other hard surfaces; 27 2. Clean, filling, or refilling non-recirculating 28 decorative fountains; ... 1 3. Serving water to restaurant customers unless 2 expressly requested; 3 4. watering lawns and landscaped areas between 10:00 4 a.m. and 4:00 p.m.; 5 5. Allowing leaks to continue without repairs. 6 7 8 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1 : The City Council of the City of Vernon 9 hereby finds and determines that the reci tals contained 10 hereinabove are true and correct. 11 SECTION 2: The City Council urges all customers in 12 the Vernon Water Service Area to voluntarily conserve water 13 by observing the above measures. 14 SECTION 3: The City Clerk of the City of Vernon shall 15 certify to the passage of this resolution and thereupon and 16 thereafter the same shall be in full force and effect. 17 APPROVED AND .ADOPTED this 5th day of June, 1990. 18 19 20 21 22 23 24 25 26 27 28 .-/~d~~HH& THOMAS A.
