Resolution No. 5777 ----------- . 1 2 3 4 5 6 7 8 March RESOLUTION NO. 5777 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON CONSENTING TO THE ESTABLISHMENT OF A PORTION OF WASHINGTON BOULEVARD FROM GRANDE VISTA AVENUE TO SORENSEN AVENUE WITHIN SAID CITY TO BE A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES FOR THE PURPOSE OF SYNCHRONIZING TRAFFIC SIGNALS WHEREAS, the Los Angeles County Board of supervisors on 20, 1990 duly adopted a Resolution declaring the portion 9 of Washington Boulevard from Grande vista Avenue to Sorensen 10 Avenue, within the cities of Los Angeles, Vernon, Commerce, 11 Montebello, Pico Rivera and Santa Fe Springs, to be a part of 12 the System of Highways of the County of Los Angeles for the 13 purpose of and limited to synchronization of traffic signals and l4 appurtenant work, as provided in Sections 1700 to 1704 inclusive l5 of the Streets and Highways Code of the State of California1 and l6 WHEREAS, said Board of Supervisors by said Resolution 17 requested this Council to give its consent to allow the County l8 to synchronize traffic signals under the Federal-aid Urban (FAU) 19 program and perform appurtenant work within said portion of 20 washington Boulevard in the City of Vernon1 and " 2l WHEREAS, pursuant to Section 15301, Class 1 (c), of the 22 State Guidelines for Implementation of the California 23 Environmental Quality Act of 1970, the Secretary of Resources 24 designated this type of project as categorically exempt. 25 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 26 THE CITY OF VERNON AS FOLLOWS: 27 SECTION 1: Findings. The City Council of the City of 28 Vernon hereby finds and determines that the recitals contained - -----.-----~---.-- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 l5 16 17 18 19 20 2l 22 23 24 25 26 27 28 hereinabove are true and correct. SECTION 2: Consent to Inclusion in County Hiqhwav System. The City Council hereby consents to the establishment of that portion of Washington Boulevard from Grande vista Avenue to Sorensen Avenue, within the City of Vernon, as a part of the System of Highways of the County of Los Angeles as provided in Sections 1700 to 1704 inclusive of the streets and Highways Code of the State of California for the purpose and limited to the synchronization of traffic signals and performing appurtenant work as may be necessary by the County of Los Angeles. SECTION 3: Coo per a t ion wit h N e i q h b 0 r i n 9 Jurisdictions. The City Council hereby consents to cooperate with neighboring juriSdictions to implement, maintain and operate coordinated traffic signal controls across jurisdictional boundaries. SECTION 4: Maintenance and Operation. The City Council hereby consents to maintain and operate and to finance its jurisdictional share of the maintenance and operation costs of the improvements installed with this project. In order to maintain full effectiveness with these improvements, any change in signal timing for any of the project intersections within the jurisdictional boundaries of the city of Vernon shall only be done upon mutual agreement between the City of Vernon and the County of Los Angeles. SECTION 5: Indemnification. The city Council hereby consents to fully defend, indemnify and hold harmless the county of Los Angeles, its officers, and employees from any liability -2- 1 imposed for injury occurring by reason of any acts or omissions 2 3 4 5 6 under or in connection with any work performed by the City of Vernon on this project. Findinq of Cateqorical Exemption. The SECTION 6: City Council of the City of Vernon hereby find that the project is categorically exempt from the requirement for an environmental assessment pursuant to Section 15301, Class 1 (c), 7 8 9 of the State Guidelines for Implementation of the California Environmental Quality Act of 1970. 10 The City SECTION 7: Findinq of a Minor Nature. 11 12 13 14 Council hereby finds that pursuant to Government Code, section 65402 (b), the aforesaid improvements are for street improvements of a minor nature and that, therefore, the provisions of said section requiring the submission to and 15 report 16 apply. 17 18 certify upon said project by the City Planning Agency do not SECTION 8: The City Clerk of the City of Vernon shall 19 20 21 22 23 24 25 26 to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect.
