A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON ESTABLISHING A GENERAL
GOVERNMENT APPROPRIATIONS LIMIT FOR THE
FISCAL YEAR ENDING JUNE 30, 1991 PURSUANT
TO GOVERNMENT CODE SECTION 7910
WHEREAS, Section 7910 of the Government Code requires
the governing body of each local jurisdiction to establish, by

resolution, an appropriations limit for each year1 and

WHEREAS, the appropriations limit for the 1980-1981
fiscal year is determined by multiplying the total amount of
appropriations for the fiscal year 1978-1979, by the lesser of
the change in the cost of living for the 1979 calendar year or
the change in California per capita personal income for the 1978

calendar year, and multiplying this product by the change in

population of the City of Vernon for the 1978 calendar year and
thereafter multiplying this product by the lesser of the change
in cost of
living for the 1980 calendar year or the change in

California per capita personal income for the 1979 calendar year

and multiplying this product by the change in population of the
City of Vernon for the 1979 calendar year.
The above
computation is attached hereto and incorporated herein by this
reference as though fully set forth at length as Exhibit "A" i
and

WHEREAS, for the 1981-1982 fiscal year and each year
thereafter, the appropriations limit for the City of Vernon
shall equal the appropriations limit for the prior fiscal year

multiplied by the lesser of the change in cost of living for the

appropriations limit is to be determined, the product multiplied
by the change in population of the City of Vernon for the
calendar year preceding the beginning of the fiscal year for
which the appropriations limit is to be determined1 and
WHEREAS, the appropriations limit for the fiscal year
1978-1979 was $12,223,9461 and
WHEREAS, the appropriations limit for the fiscal year
1979-1980 was $13,621,9991 and
WHEREAS, the appropriations limit for the fiscal year
1980-1981 was $15,097,2611 and
WHEREAS, the appropriations limit for the fiscal year
1981-1982 was $17,232,0141 and
WHEREAS, the appropriations limit for the fiscal year
1982-1983 was $17,601,5871 and
WHEREAS, the appropriations limit for the fiscal year
1983-1984 was $18,428,8521 and
WHEREAS, the appropriations limit for the fiscal year
1984-1985 was $18,266,6781 and
WHEREAS, the appropriations limit for the fiscal year
1985-1986 was $18,297,7311 and
WHEREAS, the appropriations limit for the fiscal year
1986-1987 was $19,873,166; and
WHEREAS, the appropriations limit for the fiscal year
1987-1988 was $20,711,8141 and

WHEREAS, the appropriations limit for the fiscal year
1988-89 was $20,111,1711 and
WHEREAS, the appropriations limit for the fiscal year
1989-90 was $20,867,3511 and
WHEREAS, the City Clerk has posted a notice indicating
that documentation used in the determination of the
appropriations limit provided for herein has been available for
inspection by the public for at least fifteen (15) days from and
after June 7, 19901 and
WHEREAS, the City Council of the City of Vernon hereby
intends to establish the appropriations limit for the fiscal
year 1990-1991.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby establishes $24,721,447 as the amount of the
appropriations limit for the fiscal year 1990-1991 in accordance
with the provisions of Proposition 111.
SECTION 2: The City Council of the city of Vernon
approved a budget by adopting Resolution No. 5778 on June 26,
1990, which will not exceed the appropriations limit for the
1990-1991 fiscal year.
SECTION 3: The City Council of the city of Vernon
hereby declares that the budget established by Resolution
No. 5778 complies with the requirements of Government Code
Section 7910.

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon an
